My dear Mr. Chambers:
March 14, 1936
You will recall that we discussed the Gasoline Taxes that were paid to the State of Indiana in
St. Joseph County ^nd I promised to give you some exact figures.
If my memory serves me correctly, and I am sure it does, we have been paying into the State
Treasury in Gasoline Taxes from this County over a million dollars per year more than we have re-
ceived in the improvement of our highways.
I do not have the exact figures for the past few yea'r's but I can give you the figures on 1934.
In that year St. Joseph County paid into the State $1,326,160.00 in Gasoline Taxes and Auto
Licenses That same year; we received back in improvements only $2682408.00. It is also intereF.
ling to note that of the ninety -two counties in the State of Indiana, St. Joseph County stands
sixty —third in benefits received from-these taxes.
I trust the above will be helpful to you and if I can be of further iLssistance, please do not
hesitate to cell upon me.

Gentlemen:
At a meeting of the Club. March 10th, it was voted unanimously to state our objection to t
adoption of Eastern Stand,-,r d time in South Bend.
The memebers° of the Club feel that such ? change- is entirely unwarranted. We are -too. far West
to reai.Sy benefit in any way by the change. We also feel that such a change would actually
cause a hard ship to the majority of laboring men and women in our community, especially in the
winter months.
Hoping that you will take our objection under advisement, we remain.

Gentlemen:
I am writing this in protest against changing the hours of milk delivering. As I, as well as
hundreds of other working men and women would be obliged to go to work without milk for bread —
fast. Even grocery stores are not open before 7 A.M. And some can not even afford to buy ice.

Gentlemen:
In recent years, cities the size of South Bend have found it profitable to their health records
if they insured the delivery of fresh foods to their residents. It is not necessery to impress t
fact on your minds. You will agree with me-that South Bend, beir_g a- modern city,`desires to keen
on the same plane of progression as other cities.
The ordinance pertaining to the delivery of milk and other dairy products that is now before you
is just. -such a-progressive measure. Milk delivered before 7:00 A.M. is very likely to become
sour. Th?t has happened in case after case in other cities, -and has happened in South Bend in
previous years. If a ruling was made prohibiting the delivery of milk before that hour during
the "summer months, many people who would suffer from lack of this necessary fool will be able to
have it, I am thinking particularly of babies.
My own personal experience in Chicago was one of soured milk until the Council ruled otherwise.
I cannot urp7e you too strongly to pass this measure in the interests of the health of the people

Councilmen_Hu.11 moved that the Council congratulate the -Mayor upon the excellent reports made.
ORDINAYCE NO. 3141 as amended
An Ordinance amend.in� Ordinance #2243 as amended by Ordinance #2928, the same being an
Ordinance regulating all matters concerning or pertaining to the construction, elteratIon, re-
pair'or additions to, remodeling, use or oocupacy of buildings or their parts and structures of
every nature -in the City of South Bend, Indiana; providing for the condemnation and stoppage of
the use thereof, and the wrecking of the same, creating the office of building.commissioner,
assistant building commissioner and city electrician and providing for the office of the building
department. Repealing all former ordinances or parts thereof conflicting therewith adopted by
the Common Council of the City of South Bend, March 27, 1922 and approved ley the Mayor March 30,
1!1922 and published Aril 6th9 of the same year, commonly known as the Building Code of the City
lof South Bend, Indlenn; and adopting the 1935 National Electrical Code and its amendments as a.
apart of this Ordinance, excepting such ports of which are less restrictive of in conflict with
this Ordinance.
The Ordinance was given its third reading by title, and was placed upon its�pe.ssage and
passed by the following vote: Hull, Goetz, Bie'rwagen, James, Kerner, Fish, Chambers, Rasmussen
and Pelicki. Ayes 9 Nays 0. Ordinance adopted as amended.
Councilmen James moved::` that Section (g) should be corrected to read us follows: In rase more
than one of the above mentioned units are installed at the same time by the same contractor and
under the same permit, the fee shall. be $1.00._

Imany commending letters that are coming in.
There being no further buFd ness, Councilman Goetz made a. motion to adjourn. TvTotion carried.
