All memberswere present. President Fish presided. Councilman Goetz moved th?t the reading of the minutes of the last meeting be dispensed *rth. Councilman Bier- j wagen seconded the motion. ?lotion carried. COMMUNICATION: - CITY OF SOUTH BEND, INDIANA Office of the Mayor February 26, 1936 Ii The Common Council City of South Bend, South Bend, Indiana ! Gentlemen: i The Mayor ts"returning to-your honorable body the resolution regarding the purohas- of the I Bendix Municipal Airport sponsored by Councilmen James and passed on February 17, 1936. This resolution states that because of the inability of-the City to purchase the Bendix Airport it is the sense of the Common Council etc. It is believed that this is an error as the airport can be purchased by a vendor-Is lien or land .contract which same system was used in purchasing the South Bend City Hall and Central Fire Station. It'is suggested that after the word 'airport' on-the second line the words 'by direct or out - right purchese' be inserted; and to make the time more specific the words 'after the adoption �f . this resolution! be added to the last line. It is further suggested that the title of the air - port be made to read 'Bendix Municipal Airport' which is its correct name. i The resolution would then read as follows-: I "BE IT RESOLVED that because of the inability of the City to.purchaee °the Bendix TZunicipel Air- .port-by direct--or outright - purchase it is the sense of the Common Council that the necessary steps be taken by the several City units involved to tarn °over -to St. Joseph County a31- equities end liabilities now held by the City of South Bend in connection with the- Bend"ix Municipal Air - port, if and-when the St'. Joseph County Council, County Commissioners and State- Tax -Board approve" and consumate the outright purchase by the County; provided the County start legal action for the purchase within 30 days after the adoption of this resolution." Gentlemen: - The Mayor"is handing to your honorable body a communication from the Indiana branch of the Works Progress Administration. The W.P.A. desfires to make a survey-of traffic and accidents in the City of South Bend for which they will furnish all help; the City to pay for materials and furnish a large room for the admin istretive work. They propose to employ about 40 people for a period of about three months. The cost t6 the City will be as stated in-the communicetion, which is approximately $225.00 plus the cost of the room estimated at $40.00 per month making a tot6l of approximately $345.00, • Your honorable body is requested to study the benefits that may be derived from this survey and rhrt method een'be used to finance same. Freyermuth Mayor South Bend, Indiana Dear Mr. Freyermuth:- Referring to our converstlon of several -days ago regarding a proposed traffic survey in the City of South Bend, it is my opinion that the cost to the sponsor would not exceed $225.00. This amount is for office stationery, typewriter rental, miscellaneous forms, and the preparation of several copies of a report of the survey. • It is understood that the quarters for staff of a traffic survey would be furnished locally by or through the sponsor: Sincerely yours, W. CITY, OF SOUTH BEND INDIANA 6ffice of the Mayor March 9, 1936 ` The Common Council City of South Bend South Bend, Indiana Gentlemen: It was the intention of the Mayor to furnish your honorable body a report of each department of the City with comments on same. On-account-of unforeseen and extra work made necessary by the freeze up of water mains and service lines it will be impossible to furnish you with these re- ports until the next Council meeting. The recent trouble caused by the bursting of water-mains may make it necessary to'lower the main in 2.11 of the newer - additions to the City. This will be commented -upon when you receive the Water Works report which your honorable body has requested for tonight's meeting. My deer Mr. Freyermuth: The members of the Town Council, Walkerton Fire Department °and the townspeople of Walkerton wished the members of the City Council and the Fire Department of you city to know your response to our call for help on the morning . of February 20th, when fire destroyed the Methodist Church end endangered our entire business district, was greatly appreciated. Such a fine spirit of neighborly cooperation is highly to be commended and if at any time we may be of service to you we want-you to feel free to call upon us at any time. South Bend, Indiana To the Council of the City of South Bend: The member's of the South Bend Rifle Club respectfully request the Council of the City of South Bend to adopt permanent Eastern time for this City. Our reasons for requesting this change are as follows: We believe 'that the additional hour- of daylight- at the- close of the day will give an opportunity for healthful recreation to all the citizens of the community end will be especially appreciated by ell outdoor groups. We believe -thst the additional hour of daylight playing time will be of inestimable value to the youth of the community, a value far outweighing the inconvenience that might be caused by dPrk- ness in the morning during a few short weeks. We believe that the position of hundreds of store employees who work until six should be con - sidered end that this group far outnumbers those whose hours commence before seven in the morn- ing. We _ believe that this City is tied up commercially more closely with Michigan and with Chicago than with the portion of the -Stpte to the south, and:that this change will eliminate more con- fusion than it will cause from a business standpoint. ORDINANCE NO. 3141 as amended An Ordinance amending Ordinance #2243 eO amended by Ordinance #2929 the same being an Ord - inance reguleti #g all matters concerning or pertpining;to the contruction, alteration, repair or additions to, remodeling, use or occupncy of buildings or their parts and structures of every nature in the City of South Bend, Indiana; providing for the condemnation end stoppage of the us thereof, and the wrecking of the same, creating the office of Building Commissioner, assistant Building Commissioner and City Electrican snd providing for the office of the Building Depprtmen Repealing all former Ord.!,.nanc-e-� or Lrarts' thereof conflicting therewith adopted by the Common Council of the -City of South Bend, March 27, 1922 and approved by the Mayor March 30, 1922 and published April 6th of the City of South Bend, Indiana; and adopting the 1935 National Electrica Code and its- amendment-s°-as a part- of this Ordinance, excepting such parts of which are less res- trictive or in conflict with this Ordinance. ORDINANCE NOi 3152 An Ordinance appropriating certain sums from the General Fund or operating balance in the Department of Public Parks of the City of South Bend, Indiana; to certain subdivisions in sPid department and transferring certain sums from subdivisions in the said department to other sub- divisions in-he same department all as hereinafter set out. The Ordinance was given its third reading by title, and was placed upon its passage end pas ed by the following vote: Hull, Goetz, Bierwagen, James, Kerner, Fish, Chambers, Rasmussen and Palicki. LJ M ns • (COYTINUED FROM PAGE 379) At 7:55 P.M. the meeting was turned over to Lieutenant Kreml of the Safety Institute of Purdue University, who spoke on traffic regulations. Mr. Halsey of Harvard Institute and Mr. Hoffman, President of Studebekers Plso made short talks. Mr. Qualls had char'e of-this part of the meeting and made the introductions. Councilman Goetz moved that Mr. Halsey meet with the Board of Safety and the Chief of Police and also Mr. Qualls, t6�,a.d*tsd-w -tth them on safety regulations. Councilman Chambers moved that we express our thanks to Lieutenant Kreml and-Mr. Halsey Councilman Goetz moved that the council adjourn. Motion carried. Council adjourned at 9:53o'cl P.M.
