All members present except Councilman James. President Hull presided. • Councilman Chembers moved that the minutes of the last meeting be dispensed with. Councilman Rasmussen seconded the motion. I believe that twenty to thirty trucks pass ver Lincoln Way West to one that travels on West Colfax. paid a tax assessment this spring covering the widening and resurfacing of Lincoln Way several • ears age, the expense of which will probably have to be duplicated in a few years because of the normous amount of heavy traffic which is permitted to pass over this thorofere without regard or weight or speed. woke up about four o'clock this morning and counted the trucks. These averaged over a fifteen II I •' ` minute-: period, three to the minute. This taken over a period of twenty —four hours means severe thousand trucks a dey. Just why the city permits these out of town trucks who bring no income to the city, except to one or tvro restaurants, to use a street moutly residential is difficult to understand. I have noted the proposals in the newspapers to route all truck traffic over an outer drive but I am inclined to the belief this is another of the fine ideas we-read about in the newsnaners every dew days, but which after being mentioned a few times fades away. If this outer drive is not put into effect at P reasonable e2r y_-date I believe by all means the truck traffic now entering the city on Lincoln Way should be diverted end carried into the city over Western Avenue which is not a residential thorofare, just as soon as the viaduct is complet ed which has been promised for some time in the _early fall. There is another point in connection with Lincoln Was; traffic which you might mention at one of the meetings and that is the speeding of cars. I have lived at the corner of Lincoln Way and Allen since the lst of Januery, 1935 and admitting that I an -away during the day, yet I have seen a traffic officer but twice d,.,ring that entire pericd of time and this was a Saturday aftermoon. I have never yet seen one petrolling this street in the evening, when some real speeding is done. The speeding cars are unfortunately mostly the older models. This holds good for many of the trucks. This street is the most heavily traveled one in the city and I believe should be con- stantly patrolled by one or two officers on motorcycles day and night. From the standpoint of horse, except that they don't run quite so often, are the street cars. Have someone stand at the Corner of Allen and Lincoln Way West and listen to the bombardment, caused by the crashing and banging of flat wheels: Why shouldn't the city farce the Street Car Company to corredt the condition and free the residents of this street from this terrible racket. If the common council are anxious to have P boulevard why don't they pick on a real thorofere such as Lincoln Way West insteed of P short street of a few blocks, for instance, West Colfaz7 It is true-thet Lincoln Way is pert business end part residential but as ong as it is part residentiel., the oebple should be permitted to lead a quiet, normal existence instead of a street) that more nearly resembles the downtown warehouse or shipping section. of Chicago or Detroit. MEMORIAL: RESOLUTION WHEREAS, ALMIGHTY GOD, in his all knowing wisdom has seen fit to call John Howard from the ranks of citizenry of South Bend and the pity ire Department, and WHEREAS, the Howard family have always played a leading part in our civic affairs; and the late John Howard was well and favorebley known in this Community, and WHEREAS, this loss is P distinct loss to this community, THEREFORE, be it resolved that the Common Council of the City of South Bend, Indiana, send to the family of the deceased, its expression of sorrow.
