your Committee of the Whole to'whorm was referred An Ordinance authorizing the Borrowing
of $50,000.00 for the purpose of defraying the Cityl-s Portion of the expense of acquiring a.
right -of -way which would open the territory.of North Michigan Stteet from North Shore Drive
North to the City Limits of South Beno, and the sale of Bonds therefor. Respectfully report that
they have examined the matter and that in their opinion the said Ordinance shoulf be reported
Favorable. William Bierwagen, Chairman. The report was accepted by the Council.

An Ordinance Authorizing the borrowing of $50,000.00 f0a the purpose of defraying the City's
Portion of the expense of acquiring a Right- of -Wey which would open the territory of North
Vichigan Street from North Shore Drive North to the City Limits of South Bend, and the Sale of
Bonds therefor.
The Ordinance was given its third reading by title and was placed upon its passage and

and creating a fund in account No.1-12 for the said purpose. •.

The following Communication was read by the Mayor giving the ea.son why the above ordinances
were passed under suspension of rules:

South Bend, Indiana.
Dear Sir:
There are some factors perteining to the F. E. R. A. work program in Portage township, which
I wish to discuss -with you, as they are of vital ii*portance to the continuation of work poo-
ject.s in your city.
As you are well aware, the initiation-.of a local work project does not originate in our office •
It is sponsored by some certain d- vision of the local government in the form of a request for
Federal Aid covering the labor to perform desireble work.
With that request the local government agrees, upon the approval of the project, to cooperate n
the prosecution of the work. B cooperation is meant -- the furnishing of the required msteria s
equipment, small tools and supefvision.

At the present time we are employing approximately 1400 men and women residents of South Bend
on work projects. These people from the Relief Rolls are being paid wages weekly from Federal
funds, thus keeping them entirely off of your local direct relief load. If these people are
not kept working, and should.be of necessity returned to direct relief, the expense attacked
to the Increased direct relief load becomes a current tax expense to your local community.
To keep these people working it is necessity to bring your attention to the conditions-exist-
ing at the present time on work projects as follows:
a. Maferial Short?p7es
b. Small Took Shortages
These must be provided without delay, if the work is to successfully continue.
It is- the duty of everyone connected with governmental administration to reassure these people,
who have been reduced to dire want, by making every effort to keep them employed at useful work.
