Be it Remembered that the Common Council of the City of South Bend, Indiana, metiin the Regular Session in the Council Chambers of the City Hall, Monday evening September 10th, 3** 1931, at the hour of 8::00 o'clock P. M. All Members present except Councilmen Hu11,Rokop; and Grzeskowiak. President Nelson presided. The Minutes of the two previous meetingswere read and tbn Motion of Councilman Hiss were accepted as read. Motion carried. QOMMUNICATION.' State of Indiana Division of Public Service Commission Department of Commerce and Industry Indianapolis August 31, 193+. Gladys -M. Monroe, City Clerk South Bend, Indiana Dear Miss Monroe: I have your letter of August 28. At the close of the last hearing in the gas rate cases, the attorneys representing the parties in interest requested an opportunity for oral a& argument and also requested an opporunity to submit briefs. To date, the attorneys have not been able to arrange a date for the oral argument , however however, it is the hope of the Commission that the attorneys x. can agree upon a date in the very near future when the oral argument may be had and the briefs submitted. No,action can be taken by the Commission in these cases until after the arguments are made and briefs presented, except that there might be a possibility of arriving at an adjustment of rates by agreement. After a general d9scussion of this subject, Councilman Hiss stated that he would like to make a motion that the Commoj Council go on record as being in favor of a reduction in gas` rates to the citizens of South Bend, Indiana. M. Motion carried.' ORDINANCE N0. An Ordinance Transferring the sum of One Hundred and Seventy -- Five Dollars. from one Sub - Division to another Subdivision in the Department of Finance. The Ordinance was given its first reading by title, its second reading in full and on Motion of Councilman gripe--a was referred to the Committee of the Whole, also that a Public Hearing be held September 24th, 193+ at 7 :30 o'clock P. M. Motion carried.` RESIGNATION. To The Common Council South Bend, Indiana South Bend, Indiana September 3, 193. On account of the recent ruling from Washington that no person can hold a position with the Home Owners' Loan Corporation who holds any public office, or who is a candidate for office, I hereby tender my resignation as City Councilman for the City of South Bend, Indiana, effective at once. September 10, 1934. Td the Members of the Common Council City of South Bend I wish to call attention to unfinished work which I feel should be followed Z up during the remainder of the term.' In The Utility Committee the adjustment of gas rated is now up to the Public Service Commission, awaiting the eonvendiewe of the attorneys to arrange the date for their oral replies. It is my person opinion that with the information .on. file the X Commission should b e able to render a x verdict in a short time. ( See page 266) ( Concluded ) The matter of telephone rates was to be taken up by a state wide action, at the time our etition was filed, but we have xa had no word lately from the Commission. The Council appropri ed 750. to the Utility Committee to defray expenses in connection with their investigatiorm. Of t is amount $75. was used to defray expenses of the Committee such as transporatation, tests, teleph ne, • telegrams, etc., the remainder was paid. to engineers for services and reports,. Nothing was pai to the Members of the Committee for services. As Chairman of the Ordinance Committee I wish to make the following recommendations: Ana amendment to the Night; Club Ordinance reggrlatizng the hours for the sale of liquor, as well as entertainment, also regulating the time of delivery of beer so that trucks would make n trips after 11 ps m. on Saturdays until Monday morning, making no deliveries on Sundays. Also suggest to have the City Attorney investigate and report on an ordinance which would route the heavy inter —city and inter —state trucks around the outskirts of the city, instead of through the congested and residential districts. Also wish to call attention to street signs which were purchased from the Indiana State Prison and which are not legible at this time.` This matter was called to the attention of the Board of Works sometime ago and they were instructed to return them to be refinished. It is not too late to have them taken care of this fall, it is our understanding that these signs were guaranteed. I am deeply grateful to-each of you for the cooperation and courtesy shown me the past 4-1 years and assure you it.shall always be remembered and a y p�reciated by Respectfully yours, . J. Councilman- Altfeld makes a Motion that a Special Council Meeting be called preceeding the Committee of the Whole Meeting Monday eveningeSeptember 17th, 19 34 at 7:30 o'clock P. M., for the filling of the vacancies ,of Councilman of the Fourth and Sixth Wards of the City of South Be d, Indiana. Motion carried. President Nelson and Councilman Cripe expressed their regrets on the resignation of Councilman Hiss and Councilman Grzeskowiak. 0ouncilmannAz11mzz&1isx Altfeld makes a Motion that the President appoint a member of the Common Council to.fill the _vacanoy of Mr'*'` Hiss on the Ordinance, Committee.
