State House Indianapolis, Indiana July 24, 1934. 'Honorable William R. Hinkle, Mayor .South Bend, Indiana Dear Mayor: During recent months this department has become acquainted with conditions pertaining to the transportation, handlin, storing and selling of dynamite, which are most alarming. Through inspections made by this department, it has been found that dynamite is handled in the most da negligent manner and without regard to safety. Recent accidents show plainly that the careless transportation of dynamite by trucks through cities and towns in this State calls for some ligislation which will saf egruard and protect the public. h am, therefore, submitting the enclosed recommendations for your consideration in the hope that *ou may have thema adopted by your city in the form of an ordinance. The Fire Marshal Department is adopting new regulations coinciding with and sloupporting this ordinance. I wish to call your attention to Section 45. Article J. C OMMUBIIDATZOIL August 27, 1934 Committee of the Whole Common Council City cC South Bend, Indiana Gentlemen: I f o . have submitted to your honorable body a contract with a Mr. Pierce for he collection and disposal of garbage for a period of five years beginning: January 1, 1935. At a meeting of the Committee of the whole committee.report was read, dis- cussed and accepted by said Committee disapproving the contract with pti- vate party for the collection and disposal of garbage and recommending that the City make arrangements for the collection and disposal of garbage by creating a Garbage Department. The past experience of the City in the collection of its own garbage has not been entirely satisfactory. The cock has been considerably greater than the contract before the Common Council provides. There have been a few statements made that the cost for collecting garbage today would be lower than it was in 1930. The actual facts are that the prices of trucks, tires, gasoline, oil, me chani cal maintenance and labor would represent a very slight reduction. between 1934 and 1930. When the 1934 budget was prepared we requested the present contractor to gives us a reduction and showed him our estimates which disel.os:ecl that he was being paid apjr oximately $20,000. a year more than the actual cost of garbage collection would be, and this was true for practically the entire time of his contract. In other words, the present contract has cost the City 0100,000. in excess of what it should have. We have obtained new estimates based on todays prices which show a slight increase over the 1933 estimates. If the City is to enter into arrange- ments for the collection of garbage through the establishment of a garbage department, and not by private contract, these figures should be analyzed. The specifications bid on required that a figure Ige submitted for the disposal of garbage if the City took care of its coll- ection. The lowest bid submitted for the disposal of the garbage after collection. was $5,000, or the total cost of collection and disposal under this arrangement for the first year would be 429,512.48, After the first year deducting the cost of equipment the actual estimated cost of collection and disposal would be 24,819.20. It must be under- stood that these estimates do not take into consideration insurance, com- pensation, bonds or emergency- expenditures of any kind. Most contractors • would figure at least 20% overhead for these items. If arrangements can be made for the disposal of garbage mithout- cost to the City, collection can be taken care of for the amount set forth in the budget. If the Council decides to reject the contract that is now before it the Board of Public Works will proceed immediately to make arrangements for the collection and disposal of the garbage beginning January 1, 1935, as recommended in your report. • Respectfully submitted,, IA.Y OR On Motion of Councilman Hiss the Communication was accepted and placed on file. An Ordinance amending Ordinance No. 1769 adopted March -22, 1915, Prohibiting the carrying on of the Business of Junk Dealer in the City of South Bend, Indiana without a License. The_Ordinance was.given its first reading by title, its second reading in full and on Motion of Councilman Cripe was_ - referred to the Committee of the Whole. Motion carried. ORDINANCE NO An Ordinance amending Ordinance Number 2902 approved by the.Mayor October 29, 1929, and (Ordinance Number 3059, approved by the Mayor June 7, 193+ Releating to Plumbing.' The Ordinance was given its first reading by title,`its second reading in full and on Motion of Councilman Hiss was referred to the Committee of the Whole. Motion carried. RESOLUTION INTRODUCED BY COUNCILMAN GEO. W. 60ETZ0 WHEREAS, the Supreme Rules of the Universe has called to his reward Ernest a former member of the Common Council of the City of South Bend, and WHEREAS, the deceased has spent practically all his life in the City, where hes�waa known and loved by many of his friends and where he was prominent in matters pertaining to Civic Welfare. THEREFORE, be it resolved by the Common Council of the City of South Bend, Indiana,- that we deeply regret the passing of the deceased and extend to his bereaved family the condolence of this Council, and further be it resolved that a copy of thin Resolution beveertified by the City Clerk and be sent to the members of the family of they eceased. Ox Councilman Goetz makes a Motion to adopt said solution was standing vote of the - Council. Notion carried. MOTION. City of South Bend, Indiana, Common Council. I move that the City Clerk be requested to write the Public Service Commission to give a report as soon as possible on their findings and decision on Gas rates which are to apply to:the users in South Bend, based on hearings held during the past eighteen (18) Months.
