Be it Remembered that the Common Council of the City of South Bend, Indiana, met in
stbr 2 Regular Session in the Council Chambers of the City Hall, Monday evening April 23rd,
1934 at th4 -hour of 7 :55 o'clock P. M. All members present except Councilmen Nelson and
Rokop. Vice - President Grzeskowiak presided. The Minutes of the previous meeting were read
and on Motion of Councilman Hull were accepted as read.'Motion carried.

request that your Honorable Body place the Linemen, Fire Alarm and Police Radio operators
on an equal salary basis with the other two units in the department of Public Safety.
The above mentioned employees have received numerous wage deductions, to the extent Jk
that it is impossible to live decently. We feel and assure you that the efficiency of the
Police and Fire Depta.- depend upon the efficiency of our units. Therefore.. we beg that
your Honorable Body will see fit to pass an ordinance in our favor. Signed: Fire Alarm and

PETITION.
Firemen's Associationt of South Bend Local #362
Common Council City Hall City of South Bend.
Gentlemen: Through the Firemen's Association of South Bend, Wexti, the personnel of the City
Fire I Department, petition the Council to increase our wage scale at_ least 10fo per month.
We base our plea upon the following;
1. National government employees have been given a 10fo increase to meet the needs of
an increased cost of living.
2. The automotive and associated industries have increased the wage level their workers.
3. The steel industry increased their employee's wage scale 100.
4.'Local ind- gstries, namely: Studebaker and Bendix have given their help ±substantial
increases.
5. Mayor Hinkle, in a letter to City-employees, promised an increase ± in pay when
comparative industrial occupations were better rewdntrated. Studebaker firemen now receive
$140. Bendix firemen - policemen receive $15012& per month.
6. The 10% reduction in pay "given axxpay-id City Firemen by State legislative act expired
January lst of this year.
7. The reductions given firemen by city ordinance provided that such reductions should
terminate one year from the date of their enactment.`
5. The impounding of City Funds by the Citizens National and St. Joseph Bank and Trust
Company forced city ft x= employees to take pay reductions since most of these funds were
reserved for General Fund purposes. The major portion of these deposits have been made
available to the City.
9.'Delinquent taxes are being aid on the xa basis of a tax rate that was high enough to
pay Firemen's wages at $153.00 and 170.00 per month respectively.

10. Civic organizations and business men, totaling more than 15,000 people, backed our
V etition to the Council, Mayor, and Board of Public Safety in'January for a pay increase over
25.00 per montlyo
11. City Firemen of South Bend ate the lowest paid of any city in Northern Indiana. Gary
Firemen reeeive $164:00 East Chicago Firemen get $155.00. Hammond Firemen - receive $165.00._
Elkhart, Mishawaka,Laporte, and Niles Firemen receive more than the City Firemen of South Bend
We do hereby petition the Common_Council to sanction an increase in City Firemen salaries by
appropriation, ordinance, or any pthermeans as they deem necessary by at least 10%.

To the Common Council of the City of South Bend:
Your Committee of the Whole to whom was referred An Ordinance amending Sections A and .B
of-Ordinance Number 1751, adopted November 23, 1914 , being Sections 35 and 36 Respectively
of the Published Ordinances of the City of South Bend of 1916. Respectively report that they
have examined the matter and that in their opinion the said Ordinance should be reported.
Favorable. Jno. C. Hiss, Chairman. The report.was accepted by the Council.
ORDINANCE NO, 3054.
An Ordinance amending Sections A and B of Ordinance Number 17512 adopted November'231, 19*
1914, being Sections 35 and 36,Respectively of the Published Ordinances of the City of South
Bend of 1916.
The Ordinance was given its third reading by title and was placed upon its passage and
passed by the following vote: Whiteman, Goetz, Hull, Jaworski, Altfeld, Hiss, Oakley,
Grzeskowiak,Cripe and Gustin, Ayes 10, Nays 0. Ordinance adopted.

The Ordinance was given its third reading by title, and was placed upon its passage and
passed by the following vote: Whiteman, R Goetz, Hull, Jaworski, Altfeld, Hiss, Oakley, Grzesk-
owiak, Cripe and Gustinl. Ayes 109 Nays 0. Ordninance adopted.
On Motion of Councilman Altfeld the Coubencil adjourned at 7 :35 -o'clock P. M. Motion
carried.
