Be it Remembered that the Common Council of the City of South Bend, Indiana, met in the Regular Session in the Council Chambers of the City Hall, Monday evening February 4,th 1934, at the hour of: 7 :50 o'clock P. M., . All Members present except Councilmen Nelson and $akley,. Vice- President Grzeskowiak presided. The Minutes of the previous meetings were read and on Mot of Councilman Hull were accepted as read. To The Honorable Common.Council of the City of'South Bend, Indiana Gentlemen; General Joseph Haller, commander -in- chief of the Polish army on the western franc in, world war, will address the citizens of St. Joseph County in the South Bend High School Auditor ium on Sunday afternoon, March 25, 193+. In behalf of the committee on arrangements I have honor and pleasure to invite your Honorable Body to,. take part i.�-, an official reception: of the General at 2 o'clock at the Main Street entrance of the St. Joseph,County Court House, preceeding the High School meeting. You are likewise invited to attend and occupy seatsof honor on the rostrum at the High School meeting.' In the evening a banquet to which you are most cordially invited will be had in honor of Gen. Haller. Admission will be by ticYets which may be secured-from-members of -the committee on arrangements. INTRODUCED BY COUNCILMAN JOHN. C. HISS. • .BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, that the Council z accepts the invitation of the Gen. Joseph #caller Committee to attend the official receptiomn to the General on Sunday afternoon March 25, 1934 at the Court House in South Bend, and to partici pate in the other functions in connection: with the General's visit; and BE IT FURTHER RESOLVED that the Mayor issue a roclmamation calling upon the Citizens of South Bend to display the American Flag on March 24 and March 25, 1934 in honor of General Jose h� Haller and that the citizens aid the.disabled and invalid Americans of the Haller army by acquiring the Haller pins. To the Honorable Council of the City of South Bend Indiana February 9, 193 • tlex, the undersigned Property Owners, owning- better than 7510 of and, living in what is known as a JIB" (Residence) and "B" Height and Area District, located in the Fifth 'hard, Third Precinct are petitioning the Honorable Council to change the District bounded on the West,_from the First Alley East'of Fellows Street; the First Alley North of South Street, the Middle of Ru h Street to the East and the First Alley, North of Sample Street and the South,- to be changed to a 40 (Commercial) and "Ell Height and Area District. The purpose of this petition is to give us a much needed want in our immediate neighbor —hood. We shall appreciate your favorable consideration of this petition. Thank you. ORDINANCE N0. • An Ordinance appropriating the sum of Three Hundred and Fifty Dollars (350.00) from the General Fund of the City of South Bend to Sub - Department H -17 for Appraisers in the Department of Publie Works. The Ordinance was given its first reading by title, its second reading in full and on:Motion of Councilman Goetz was referred to the Committee of the Whole, also that a Public Hearing be held March 12th, 193. at 7::30 o'clock P. M. Motion carried. ORDINANCE NO. An Ordinance Prohibiting the Sale or exposing for Sale of what is termed.a "Stinking Bean" or " Stench Bomb" and prohibiting the having in possession and/ or throwing or depositing of such obnoxious substance within the city of South Bend. The Ordinance was given its first reading by title, its second reading is -full and on Motion of Councilman Aitf eld was referred to the Committee of the Whole. Motion carried. • ORDINANCE NO. An Ordinance amending certain Sections of Ordinance Number 15051, adopted November 51, 1915, and Repealing Section 23 of Ordinance Number 1550, adopted March 26th, 1917- The Ordinance was given its first reading by title, its second reading in full. and on Motion of Councilman Altfeld was referred to the Committee of the Whole. Motion carried. - ORDINANCE NO. An Ordinance Regulating and Licensing certain occupations relating to entertainments, Exhibitions and amusements at Restaurants, Public Eating Places and Clubs. An Ordinance amending certain Sections of Ordinance Number 2502 approved by the • Mayor, Octobe, 29th, 1929•' The Ordinance was given its first reading by title, its second reading in fall and on Motion of Councilman Altfeld was referred to the Committee of the Whole. Motion carried. RESOLUTION. South Bend Pharmacy Club A. J. Dougherty Secretary. 504 West Indiana Avenue South Bend, Indiana February 1, 1934. WHEREAS It is doubtful that industry will be able to absorb the labor now engaged on Civil Works Administration projects at the time that work is completed and it is the President's intention that Civil.Works Administration work was only designated to bridge the gap until industry or Public'Works Administration work is abletnto re- employ the labor • otherwise idle and WHEREAS This City will sooner or later be compelled to build a sewage disposal plant and funds are available for such a self liquidating project under the Public Works Adminis- tration and there will be a saving to the Community of 30% of the cost of a plant that wilft be manadatory to build at a later date and the only xz prerequisite to obtaining this Federal assistance is complete accord of the Mayor and the Common Council, now therefore be it RESOLVED That the South Bend Pharmacy Club endorse this project under the provisions of thiPublic Z Works Administration to the end that surplus labor be not returned to the dole line and that we petition: the Mayor and the Common Council to take such steps tt once necessary to secure Public Works Administratiom funds for the erection:of a sewage disposal . plant, and be it further 4 RESOLVED That copi s of this resolution be forwarded to His Honor, the Mayor , the City • Clerk for the Common Council, and to the Secretaries of other Civic and trade groups. COMMUNICATION AND RESOLUTION.' ' Feb. 26, 1933• To the Honorable Members of the Council of the City of South Bend : - Gentlemen: The Radio Servicemen's Association of South Bend and Mishawaka acting as a group an d as representatives of numerous citizens of South Bend and Mishawaka, hereby ask the Honorable Members of the Council of the City of South Bend to consider the following resolution in regard to the recent installation of police radio equipment in South Bend and Mishawaka: Adk Resolved that the Council of the City of South Bend consider the following facts Aw and act upon the statements to follows: - The members of the South Bend group of the Radio Servicemen's Association, being. a techincal group thoroughly familiar with modern radio, have advised that the radio receivers installed in the police cars of South Bend and Mishawaka are obsolete avant equipment built. by the RCA - Victor Company in 1931 -32 and rewired for short wave reception. These radio receivers, circuits, tubes and equipment are not of modern design-or-of recent manufacture. Since these receivers are out of date., their efficiency is less than that of modern equipment and these receivers will not give the performance such an outlay of money as has been made should warrant.. - A techAical expert engaged by the Radio Service men�s Association was ,denied access to the Board of Safety files concerning the bids, specifications and general data on the police radio. The Board of Safety stated that the issue was cslosed since the expiration of a -• certain thirty day grace period. However, the Board of .Saf ety ignored a letter dated Dec. 20th from a member of the Radio Servieemenis Association stating that the installation was of obsolete design and pointing out the following specific :g features: - 1. That the Government favored Ultra Short Wave Licenses; 2. That the assigned f requency'of 1740 ( corre:.ction, 2470) K.'C. might be changed in the near future. 3. That a broadcast device of- -this frequency would probably interfere with may other .receivers im the city.' 4. That the Ultra Short Wave System using a modern five tube receiver had been designed.and, built :& by the RCA Victor Company before tie installation-,of the South Bend Equipment as evidenmed by the submission of a bid by the RCA Victor Company at Reoria, Illinois the day • following the sel4otion of the RCA Victor obsolete equipment in South Bend, and by the publication nby the RCA - Victor company of pamphlet discribing the newXX equipment, a copy of which appeared in a radio magazine in December. That the nine tube receivers installed in tje police cars of South Bend and Mgt Mishawaka would be an added expense to the city becsause of the excessive strain upon the storage battery equipment which will shorten the life of the batteries in police cars, because of the high cost ccf, tube replacement, because of the deadspots and static -which limit the efficiency of these receivers. 'Uta The installation of a modern system would have saved the city the additional 0� 234 ( Concluded ) f expense of the elaborate aerial because the roof of the Hoffman Hotel has been "offered free the installation of a simple and inexpensive z aerial. THE 'Honorable Members of the Council of the City of South Bend that the entire matter of the porl.ice radio installation be thoroughly investigated to determine ± first; Why thiSN this particular system was slected when the same company had available a more modern system. 1 the Board of Safety files on the bids were not available for publixc examination, what technical experts`, if any were consulted: qnd if those men were fully qualified engineers capable of passing upon the merits of the systems submitted for approval, Why the letter of Dec. 20th from a durector of the Radio Servicemen-Is Association to Mr. Budd for considerati of the Board of Safety was ignored. Furthermore the Radio Servicemen's Association demand a complete public record of all funds expende& and collected for -the South Bend — Mishawaka poli radio installation.
