REGULAR MEETING6 MINUTES. Common Council of the City of South Bend, Indiana, met in Chambers in the -City Hall, SmA Monday evening June *14th, 1933 M. All members present: President Nelson presided. Hinkle and Council: City of South Bend. The Northwest Citizens Club of South Bend, in its rescent meeting of officers and executive committee have arrived at the following resolutions in reference to the proposed policementa, and firemen's cuts in salaries. Wheras, President Rooseivelt in his recent message to the American people prevailed upon employers to increase wages, it would be a poor example and a definite lack of cooperation for the City of South Bend to place a wage reduction into effect at this time. Wheras, the firemen and policemen worked for comparatively low wages during times of prosperity ht would seem only reasonable at this time to compensate them with a comfortable living wage. Furthermore, the wage szcale for these city employees-must be such that the salary will attract men of better caliber to protect our city and render conscientious service.. The Northwest Citizens Club wishes to express its appreciation for the cooperation and,fine wo k done recently by the Board of Safety, the Board of Works and the Park Board. However it also expresses its dissatisfaction with the Street Department and suggests that some changes be made so that the streets be kept in cleaner and better condition. It is also suggested that the Park Board be comprised of men from representative parXts of the city, that is, one member on the board from every park district for fair and proper representation. Economy measurev should be taken with caution, giving particular attention to various offices alLd salaries which are not so vital to the city and its welfaoe. Hinkle June 10, 1933.' iayo r Gentlemen I have signed Ordinance No. 3022 passed by you on June 7th and presented to me on June S, 1933. The legality of lowering statutory salaries during-,the term of office has been questioned, but in view of the fact that all of the officers directly responsible to have signed waivers which reduce their respective salaries below those fixed by this Ordinance there will be a considerable saving over the provisions of the Ordinance. Regarding my own salary, let me say that I too had signed a waiver which reduced it to the ,inimum named in House Bill No. 529, but I have now notified the City Controller to make my salary conform with the amount fixed in said Ordinance. Wherever salaries have been provided for jositions which have been:eliminated, you may rest assured that these positions will not be filled during the present financial stringency. I assume there was no desire upon the part of the Common Council to raise salaries above the amounts now being paid and since services are being rendered at the present rates they will be tinued and where legally necessary the same method as is not used...for the reduction of statutor salaries will be resorted tO for these other positioxmns.' I am signing the ordinance imediately to assure preparation of the payroll without delayp but w say that additional economies will probably be necessary later as the Controller reports that the amount of money available to meet salaries has been considerably reduced and only the practice of the strictest economy will save South Bend city employees from a condition found in many other cities, namely, payless pay days.' To the Common of the City d South Bends We, the undersigned, being the owners of._the land lyin south of Elwood Avenue st and front Hereon between Wilber Street and a point five hundred (5005 feet west of the west line of Port Avenue, respectfully show to the Honorable Common Council m$ that said frontage was zoned as "A residence district and "A" height and area district, by Ordinance No. 2331 of the City of South Bend, adopted June 25, 1923, and commonly known as the Zoning ordinance and they respectfully petition and request the Council to adopt an ordinance changing the present zoning the present zoning regulation of the following described part of said frontage, to -wits Beginning at a point on the south line of Elwood Avenue three hundred seventy —two (372) feet east of the center of Wilber Street; thence east along said south line of Elwood . Martin behaved himself with utmost valor and courage and was wounded in a gun duel with an outlaw who had just previously killed officers Delbert- So".
