MINUTES. - Be it Remembered that the Common Council of the City of South Bend, Indianat met in Regular Session:in the Council Chambers in the City Hall, Monday evening April 24th, 1933 at the hour of 7:45 - o'clock P. M. All members present. President Nelson presided. The Minutes of the previous meeting were read and on Motion of Councilman Hull were accepted qs read. Motion carried. PETITION. South Bend, Indiana, March 31, 1933. We theunddtsigned, owners of more than fifty percent of that property fronting on North Michigan Street between the first alley-north of Navarre Street and the first alle$ south of Bartlett Street, respectfully petition the Common Council of the 4 City of South Bend to amend the zoning ordinance of said city to change the use classification of the above mentioned property from B residence district to C commercial district. ( Signed by (a7 -property owners) On Motion of Councilman Hull the Petition was referred to the City Plan Commission to report back to the Committee of the Whole' also that a public hearing be held May 8th,`1933 at 7:30 o'clock P. M. Motion carried. ORDINANCE 900 An Ordinance to amend Section 2 of Ordinance 3007 adopted November_14,"1932, being " An Ordinance concerning Water Heaters *" The OrdinanceN was given'its first reading by title, its second reading in full and on- Motion of Councilman Hull was referred to the Committee of the Whole. Motion carried. ORDINANCE NO. An Ordinance Providing for the Regulating and LicensingFof Transient Merchants, for the 'Repeal of other Ordinances pertaining thereto and providing Penalties. The Ordinance was given its first reading by title, its second reading in-full and on Motion of Councilman Altfeld was referred to the Committee of the Whole. Motion carried. RESOLUTION. INTRODUCED BY COUNCILMAN GLEN L. OAKLEY - South Bend, Indiana, April 24th, 1933* WHEREAS, a crisis exists in the financial condition of the City of South Bend,, and WHEREAS, drastic economies must take place in the management and regulation of the.City's Government, and WHEREAS, the-recent Legislature has passed an ,Act,,providing for certain methods and predoedure, and WHEREAS, under House Bill No. 529 it is provided that certain boards may be eliminated in the interest of economy, and WHEREAS, it is further provided by said Act that by action of the Common Council said elimination may be made at once. THEREFORE, be it resolved that we, the Common Council, of the City of South Bend, are desirous of taking advantage of said procedure by providing for the eleimination of the Board of Public Safety and the Board of Public Works, and substituting in their stead a Board of Public`Safety and Public Works composed of the City Attorney, City Engineer and City Controller And that the City.st Attorney be instructed and directed by this resolution to draw an ordinance effective on -and after the date of passage providing for the elimination of these boards and the transfer of their duties to such newly constituted Board of Public Works and Board of Public afety, the members of which are to serve without extra compensation.' Councilman Goetrz makes a Motion to amend said Motion that -the Resolution be referred to the Committee of the Whole and that the'City Attorney be instructed to get information required in the said-Resolution. Councilmen Oakley and Hull withdraw their Motions and the Motion of Councilman Goetz was carried and the Resolution was referred.to the Committee of the 'Whole.'
