Be it Remembered that the Common Council of the City of South Bend, Indiana,`mom in Regular Session in the Council Chambers in the City Hall.,, Monday evening March 27th,1933, at the hour of 7 :50 o'clock P. M. All Members present.' President Nelson presided. The Minutes of the jtwo• °:previous meetings-were read and on Motion of Councilman Hull were accepted as read. Motion carried. COMMUNICATION. The Civic Improvement Committee of the Polish Central Civic Body South Bend, Indiana March 25, 1933. To the Common Council of the City of South Bend- . The Civic Improvement Committee -of -the Polish Central Civic Body met on Fridaym, Marchx* 24, 1933 at the St. Casimir Clubroom. The Committee went definitely on record, in the name of 20,000 citizens of the West Side which it.represents, as favoring and requesting a txbatak substantial reduction in the utility rates. The Committee.feels that the strenuous times warrant such a reduction._ It places full confidence and faith in the efforts and results so far accomplished by the City Council of South Bend in this matter of utility rates selemptimzz reduction. The Central Civic.Body is i no way connected with other organizations agitating and waging the same battle independigtly of the City Council. Consequently,. we urge the Council in behalf of the common welfare to continue energetically its efforts through the duly constituted channels, in the . hope of obtaining immediate relief far the r impoverished citizens. Councilman Goetz makes a Motion that the the Motion be amended to be referred to the Committee on Public Utilities. Motion carried.' COMMUNICATION. My dear Madadoo The President has referred to this Department your copy of a Resolution of the Common Council, of South Bend , regarding issuance of a special postage stamp to commemorate the one hundred fiftieth -annoversary -of -the naturalization as an American citizen of Brigadier General Thaddeus Kosciuszko Careful consideration has been given to the issuance of a Kosciuszko Commemorative stamp, fo which mayny applications are on file. However, it is regretted that the postage stamp program for the present year will not permit the issuance of a special stamp for this event. Very truly yours, C. B. Gentlemen: This will acknowlwdge receipt of copy of your resolution urging the printing of a special series of ,postage stamps in honor of Brigadier General Thaddeus Koscuszko. I have introduced a bill to this effect and em enclosing copy I am also writing to Postmaster General Farley urging him t6 give consideration to the matter. It would be highly fitting to commemorate the services of this Polish patriot-,to the establish. ment of American independence and I am glad to support the proposal, - especially as it involves no extra expenditure, as I understand the extra costs of engraving etc, are more than compens& ed by the demand among collectors for special issuesm of postage stamps. To the Common Council - Dear Sir. I see that Council has a Hill to x ban the so called stunt Dances namly the Walkothon and Marothon. Dane es." I think this.a very, fine move, for the Good of the City. I have been in the Dance Business for a Good many years and have never beem interested in thes kind of Dances -. In the First place they are degarding to the n better Kind of Dancesin other word they are plan Rackets to the Dance Business. Dancing as always has been.the Leading social. Function and still is for the Young people of any city if the Proper_Kind of Dances are promoted.. And I trust that Council will pass this Bill. To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred An Ordinance Amending Sections four and five of Ordinance No. 1594 adopted-.June 12,,1911, providing gor the licensing of transient merohants, which sections are also sections 474 and -475 of the ordinancces of the City of South Bend published ij volume form as ordinance Noi.1527 adopted February 14, 1916, and further amendings said ordinance by adding thereto an additional section numbered 42 Respectful y report that they have examined the matter, and that in their opinion the said ordinance should be reported_ Favorable. ORDINANCE NO. 30150 • An Ordinance to amend Section One of Ordinance No. 2565 being an Ordinance Providing for the establishing of a.& Dog Pound and for the Registration of Dogs , Bitches and other animals of the Canine Species; For the inoibulation of such Dogs with an approved and recognized Anti - Rabies Serum; Prohibiting all dogs from Running ar Large in the City of South; Bend, Indiana, unless so inoculated or muzzled; Providing means for identifying Dogs so Registered and inoculated; Providing that Dogs so inoculated may under certain conditions run at Large; Providing that any Dog running at Large and Not so inoculated and properly zTagged or muzzled may be impounded upon failure of the -owner to Redeem the same; and appropriating Twenty -Five Hundred Dollars from the General Fund of the City of South Bend, Indiana, and the Board of Public Safety for the Salary of a Dog Pound Master, and for the equipment and operation of-said Pound, and Providing a Penalty for the violation of This ordinance and Repealing all Ordinances in conflict herewith. Adopted June 23, 1930- The Ordinance was given its first reading by title, its second reading in full and on Motion of Councilman Hiss the Rules were suspended by the following vote: Nelson , niteman, Rokop, Goetz, Hull, Jawoxrski, Altfeld, Hiss, Oakley., Grzeskowiak, Cripe and Gustin, Ayes 12, Nays 0. 1&xdixzx Rules suspended and Ordinance goes to third reading.' The Ordinance was given its third reading by title and was placed upon its passage and ppassed by the following vote: Nelson, Whiteman, Rokop, Goetso, Hull, Jaworski, Altfeld, Hiss, ©akley,' Grzeskowiak, Cripe_and.Gustin, Ayes 12, Nays O. Ordinance adopted. ORDINANCE HO. An OrdinanceT-15roviding for the Regulation and Prohibition of contests of ghuman endurance The Ordinance was given its first reading by title, its second reading in full and on Motion of Councilman Jaworski was referred to the Committee of the Whole. Motion carried. RESOLUTION. INTRODUCED BY COUNCILMAN JOHN C. NELSON. • WHEREAS, the Supreme Ruler of the Universe has called to his reward Guy D. Staples, who at the time of his death was Street Commissioner of the City of South Bend, Indiana: WHEREAS, the deceased had spent all of his life in thin city where he was known_ and loved by many.friends, and where he was prominent in matters pertaining to civic welfare; THEREFORE, be it; resolved by the Common Council of the City of South Bend, Indiana, that we deeply regret the passing of the deceased and extend to his bereaved.family the condolence of this Council. Be it further resolved that a copy of this resolution, certified by the City Clerk, be sent to the members of the family of the deceased. ' On Motion of Councilmah Cripe the Resolution was adopted by a Standing vote(of the Council. Motion carried. RESOLUTION. INTRODUCED BY COUNCILMEN J. C. HISS, I. W. CRIPE) - ANDREW M. ROKOP. • WHEREAS, it is the opinion of the members of the Common Council of the City of South 3 Bend, Indiana, that telephone rates in said city as charged by the Indiana Bell Telephone Company are too high and out of proportion with present prices; and, WHEREAS, the City of South Bend has no availablemfunds at this time to carry on:a rate ca e,, for the reduction of such telephone charges within the City and the Public Services Commission is charged by law with- maintaining a reasonable rate at all times; and, WHEREAS other cities are equally interested_ in the need nfor a reduction in telephone ra ea. THEREFORE, be it resolved by the members of the Common Council'of the City of South Bend, Indiana, that the Utilities Committee of said Council and the Legal Department of said city be instructed to invite the cooperation of the public counselor of the Public ervice Commission and any other cities effected by rate charges of the Indiana Bell Telephone Company for the pixpose of obtaining a fair and just.charge. for telephone services, and that the City Attorney be authorized to file a petition with the Public Service Commission at such times as the Utilities Committee of this Council deema it advisable to file such petition for a reduction n telephone rates charged by the Indiana Bell Telephone Company in the city of South Bend, India a. On Motion of Councilman Cripe the Resolution was adopted. Motion carried. On Motion of Councilman Hull the ,Council adjourned at 5,35;olclock P. Mo Motion carried.' ATTEST APPROVED PRESIDENT. •
