February 27th, 1933. REGULAR MEETING.
MINUTES.
Be it Remembered that the Common Qouncil'of the City of South Bend, Indiana,-met;in
theaRegular Session in the Council Chambers in the City Hall, Monday evening February 27th,
1933s at the hour of 7:45 o'clock P. M. All Members present. President Nelson,.presided. The
Xinutes of the two previous.meetings were read and on Motion of Councilman Hull were accepted •
as read.` Motion carried.

RESOLUTION. INTRODUOED BY COUNCILMAN STEPHEN O "GRZESKOWIAK.
A ResolVtion Memorializing_Oongress of The United States to Enact House Joint Resolution 191
and Senate Joint Resolution 105 Commemorate The One Hundred and Fifieth Anniversary of the
Naturaluzation as an American Citizen in 1783 and appointmentmof Brevet Brigadier General of
Thaddeus Kosciu.szko a Hero of the Revolutionary War by issuing Special Series of Postage
Stamps in HonorGeneral Thaddeus Kosoiuszko Sesquicenxtennial Anniversary.

WHEREAS, on October 13th, 1933, will occur the one hundred and fifieth anniversary of the
naturalization as an American citizen of Brigadier General Thaddeus Koscuszko, a
hero of the Revolutionary War.
WHEREAS, the service rendered by him was of great value and assistance to the cause of
American Independence and -of such high importance that on October 13th. 1783 he was,,
appointed Brevet Brigadier General of the Continental Army, and was granted him,
naturalization as an American citizen."
WHEREAS, it is but fitting that proper recognition should be given to the memory of Brigadier
General Thaddeus Koaciuszko whose illustrious service in the war for American Indepe
is well known to all who are fimiliar with our history, therefore
SECTION 1:' Be it resolved, by the Common Council of the city of South Bend and Stateof "
Indiana, That the Common Council of the City'-of South Bend, and State of-Indiana
hereby respectfully requests and urges His Excellency President of the United States,
Members of the House of Representatives and Senators from the State of Indiana be
.authorize to respectfully memorialize, the United States Congress to enact legislatio
which will provide for the effective carrying out of-the provisions of the said bills
whereby the Postmaster General would be authorized and directed to issue a special
series of postage stamps of the denomination of 3 cents, of such design and for such
period as he may determine, commemorative of the one hundred_ and f if ieth anniversary
of the naturalization as an American citizen and appointment of Thaddeus Kosciuszko
as. Brevet Brigadier General of the Continental Army, on October 13, 1783.
Section 2: That a copy of this resolution to be sent to the President of the United States,
Vice - President of the X United States, Speaker of the House of Representatives and to
each United States Senator and Representative in Congress from Indiana.

WHEREAS, certain funds of the Department of_Public Parks are now in a depository which has
closed its doors, and such funds . are net available; and
WHEREAS, there __. are now available'-funds in the City Mater Works Department known as Water Works
General Fund of the City of South Bend, Indiana•, and

WHEREAS, an emergency exists at this time to meet the payroll of the Park Department on
March 1, 1933 in the sum.of Eleven Hundred Eighty -Four (01184.85) Dollars and eigzghty -f %e cp
Now, therefore be it resolved that a temporary transfer.be made to the Department _of Public a
from the Water Works General Fund of the City of Bend, Indiana inthe said sum of Elevfn Hundr
Eighty -Four ($1184.85) Dollars and eighty -five cents, the said Department of Public arks to
reimburse. the Water Works General Fund of the City of South Bend, .Indiana the said amount, fro

WHEREAS, the Municipal Airport Fund is now inia depository, which has placed a m6ratorium on
of funds; and ,
WHEREAS, there are now available funds in the General Fund of the City of South Bend, Indiana•,

Indffiana, as soon: as funds are released in the repository or money secured from other sorzurces

On Motion of Councilman Cripe the Resolution was adopted as amended. Motion carried.
RESOLUTION. INTRODUCED BY COUNCILMAN EARL S. GUSTIN.°
WHEREAS, the-City Plan Fund is now in-a depository, which has placed a moratorium on with-
drawals of funds; and
WHEREAS, there -are now available funds in the City Water Department known as Water Works
General Fund of_the City of South Bend, Indiana: and
WHEREAS, an emergency exists this time to meet the payroll from the City Plan Fund on
March 1, 19.33 in the sum of One Hundred Ten ($110.00) Dollars.
Now therefore be it resolved that a temporary transfer be made to the City Plan Commission
of the City of South Bend, Indiana, from the Water Works General Fund of the City of South
Bend Indiana in the said sum of One Hundred Ten
, , ($110000) Dollars, the said City Plan
Commission to reimburse the Water Works General Fund.of the City of South Bend, Indiana, as
soon as funds are released in the depository or money secured from other sources funds to
be repaid with such interest as would accrue to it if allowed said money to remain in its
depository.`
On Motion of Councilman Hiss the Resolution was adopted. Motion carried:"
