Be it Remembered that the Common Council of the City of South Bend, State of"I�ftdiana, met the Regular Session in the Council Chambers in the City Hall, Monday evening May 23rd, 1932, at the hour of 9 :10 o1clock P. M.' All Members present." President Nelson - presided. The Minutes of the previous meeting were read and on Motion of Councilman Hull were referred to:the Commit on the Inspection and Supervision of Minutes. Motion carried: COMMUNICATION. City of South Bend, Indiana Office of the Mayor William R.' Hinkle Mayor May 21, 1932. To the Honorable Common Council of the City of South Bend, Indiana.' Gentlemen: I have this day formally removed Mr.' John K.` Smogor from the Board of Public Works, and have this day.appointed Mr. George A. the office of member of Schock to succeed him as member of the Board of Public Works.' My reason is that the responsibility for the conduct of the city's business rests by law upoxr.m There should be the fullest harmony and absolute co— operation between all departments of the city and myself, and I feel this has not-existed between Mr.' Smogor and myself. A.' Budd as a member and president of th Board of Public Safety of the City of South Bend and have appointed Mr.' John G.' Klink as the ne incumbent:' I feel that Mr.' Budd has not accorded me and other members of-the Board the fullest co-- operatio and continued friction in the department has actuated this move. The conduct of the city's business rests, by law, upon me and this action has been taken.to further the efficient administration of business and to promote harmony in the department.` Very truly yours, W. Rules suspended and Ordinance goes to third reading. The Ordinance was given its tlyird reading by title, and was pla ed upon its passage and passed by the following vote: Nelson, Whiteman, Rokop, Goeta, Hull, aworski, Altfeld, Hiss, Oakley, Grzeskowiak, Cripe and Gustin, Ayes 12, Nays 0. Ordinance adopted: ORDINANCE N0. An Ordinance Regulating and prohibiting the storing and / or piling of combustible materia within the limits of the City of South Bend, Indiana:` The Ordinance was given its first reading by title, its second reading in full and on Motion of Councilman Gustinx was referred to the Committee of the. Whole , which said Meeting will be held June 6th,. 1932 at 7 :30 o'clock P.' M.' Motion carried RESOLUTION. INTRODUCED BY COUNCILMAN GLEN L. OAKLEY WHEREAS, the General financial condition of the city requires retrenchment in every Department thereof and WHEREAS, it is necessary that steps be taken by the Executive Department of the City to eliminate any possible waste and extravagance; and WHEREAS, there are certain employees on the municipal payroll who may be elimated without impairing the efficiency of the departments; therefore Be it resolved that it is the sense of the Common Council of the ,4ity of South Bend, India that immediate action be taken by the Mayor and the Department heads that all transportation or car allowances to city officials or employees be forthwith discontinued; and Be it further resolved that steps be taken at once by the Mayor that all gas and oil used in city cars be checked against the mileage recorded on each car to prevent and unnecessary to keep a permanent record cf all supplies on hand waste and that all Departments be instrted ts made and a copy of such record transmitted to of all goods received and of all disbursemen the time of preparation of the annual budget and ta: the Common Council by the Mayor annually at levye° and, Be it'still further resolved that the Mayor and Department heads forthwith take action to eliminate the following employees: P 0 2 Assistant Clerks in Engineers Office; 2 Assistant Engineers; 1 Draftsman in Engineers Office; 2 Inspectors in Building Department; 2 Barrett Law Clerks in Treasurer's Office; 1 Deputy Clerk in City Clerk's Office; 1 Assistant Clerk- in Board of Works Office; 3 Gartman and � S Helpers in Street Department; l Office Clerk and 3 Laborers in City Cemetery Department 1 Aviation Board Clerk; 1 City Plan Secretary; and Be it further resolved that the office of Legal Advisor in the Water Works DezrartmEnt be eliminated; and Be it still further resolved that the City Clerk forthwith transmit a certified copy of this resolution to the Mayor and to each of the executive departments of the City; and Be it still further resolved that within five (5) days after receipt from the City Clerk of a certified copy of this resolution, the May-ora and also the heads of the several executive departments of the city separately notify the Common Council by written report of the action: taken in the premises.' On Motion of Councilman Hiss the Resolution was" adopted.' Motion carried. RESOLUTION. INTRODUCED BY COUNCILMAN ANDREW M. ROKOP. WHEREAS, there is need for the immediate curtailment of municipal expenses and the reduction of official salaries of the City of South Bend, Indiana; and WHEREAS the Common Council of said City has heretofore received from its fees and salaries committee certain recommendation relating thereto; therefore It is hereby resolved that it is the sense of the Common Council of the City of South Bend, Indiana, that, effective June 1, 19322 the annual salaries of the following municipal city officials be as follows, to —wit: Mayor $6,000.00 City Controller 4,900.00 Deputy City Controller 2,250.00 City Clerk 41080.00 Deputy City Clerk 2,250.'00 12425.00 Additional Deputy City Clerk 4,800.00 City Treasurer Deputy City Treasurer 2,250.00 City Judge 4,900:00 City Court Probation Officer 22250900 Members of the Common Council, each 900.00 x-,250.00 City Attorney Members of Board of Public Works, each 3,060.00 Clerk of Board of Public Wo -rks Engineer 1,900.00 4- City Civil Members of Board of Public Safety, each 2080.00 121+0.00 Clerk ,of Board of Public Safety 13,710-"00 It is hereby further resolved that the City Clerk forthwith certify a copy of this resolution to the City Controller and that within-five (5) days after receipt from the City Clerk of a copy of this.resoltution the said Controller secure appropriate waivers from each and every official hereinsbove set out releasing the municipal city of South Bend, Indiana, from any and all liabilities and obligations for the difference between the annual salariesmherein set out and the salaries for the same officials as now fixed by ordinance; and Be -it fta still further resolved that in case any appointive official refuse or neglect within the said five (5) days to sign and execute an appropriate waiver as above suggested, then and in that event the said Controller is hereby directed to communicate such information to the Mayor, and the Mayor should remove such official immediately and refail.l the vacancy thereby established by one who will accept the salary indicated in this resolution.' In the event that such refusal or neglect be on the part of any elective official then such information should be given by the Controller to the Common Council.'
