December 14th, 1931. REGULAR MEETING.
MINUTES.
Be it Remembered that the Common Council of the City of South Bend, Indiana, met in the
Regular Sessionlin the Council Chambers in the City Hall, Monday- evening I Decembev loth, b931,
at 7;50 o clock P: M., All Members present. President Nelson presided. The Minutes of ,the
two previous meetings were dead and on Motion of Hull were referred to the Committee on the
Inspection an -d Supervision of Minutes. Motion carried.

Gentlemen: - I have this 'day formally removed Mr:' Rudolph Ackermann from the office of City
Controller of the City of -South Bend and-declare the office vacant -
My,reason is that the responsibility for the conduct of the city's business rests by law
upon me.' There should be the fullest harmony and absolute -co-- operation between all departments
of the city and myself, and I feel that this: does not now obtain between myself and this

Your Committee of the Whole to whom was referred An Ordinance amending. Section Two';, (2) of
Ordinance No:' 1594 adopted June 12, 19111 proving for the Licensing of Transient Merchants,
which Section is also Section 472 of the Ordinances of the City of South Bend Published in
Volume Form as Ordinance No: 1827 adopted February 14, 1916" Respectfully report that they
have examined the matter, and that. in their opinion the said Ordinance should be reported.
