Be it Remembered that the Common Council of the City of South Bend, Indiana., met in
Special Session in the Council Chambers in the City Hall, Monday evening December 7th, 19312
a.Jr 7:00 o'clock P. M. All Members present. President Nelson presided:

To the City Clerk, and Members of the Common
0ouncil-of the Oity of South Bend, Indiana:
You are-hereby notified that-pursuant to and by virtue of the authority vester•in the
undersigned Councilmen of the City of South Bend'. State of Indiana, a special meeting of the
Common Ooun.cil- of said City _is hereby called to meet at the hour of 7 :00 P:' M.', on Monday,
the 7th day of December, 1931, in the Council Chamber in the City Hall, said_Oity, to consider

a communicatom regarding the preferring of charges: of official misconduct against W: , R.' Hinkl
mayor, and A:' M.* member of the board of public safety , of said city, ,and to take any ac
deemed proper relating thereto:
The Chief of Police, or any member of the police force designated by him, of said city, i
hereby directed to forthwith serve a copy of this notice on the City and each -and every member 11 of the Common Council of said city, and make due return of such service to the City Clerk for
the purposes of said special meeting:

TO THE HONORABLE_ COMMON COUNCIL OF THE CITY Or. SOUTH. BEND,. I= IANA:
Mayor Hinkle's written reasons to the common council for removing me as controller were
accompanied by ugly insinuations.`
I promptly replied in a statement to the public, saying then, as I say now, that the
chief reason for Mayor Hinkle's action was my I repeated attempts to block his efforts to_protec
commercialized vice and gambling in South Bend.'
I said I would welcome an investigation" said them, and I repeat, that the public has
right to know the facts.' More than that, the public has a right to demand the facts.' To
conceal them is an injustice to the public. 2 It is an injustice to the democratic arty.`
Furthermore, the responsibility for any wrongful conduct of any member of the democratic
city administration rests primarily with the democratic partyx itself.' The party should not
hesitate to clean its own doorstepts if any such cleansing is necessary:
I stand ready_to present to the council written charges, according to law, as, a basis of
` investigation_ and action, x
involving official isconduot, of Mayor Hinkle and of A*' Long, me
of the Board . of Public Safety"
There should be no delay in bringing the facts to__- light, if justice is to be done.' I a*
prepared to file charges.at any special or regular meeting of the cduncil: Respeotfuily,
Rudolph Ackermann.' The Communication.was accepted and ordered to be.placed on file.`'
President Nelson next asked it anyone had anything to state or file:
Mr.' William G. Crab ill, Attorney representing Mr.' Ackermann stated that Der: Ackermann
was ready ax to file his charges anytime the Council would set a date for same."

I move that the Council at there next regular meeting on Monday Dec.' 14 be set as the dat
to receive the charges in accordance with thex communication as sent to the Council by Mrr Ask
