Be it Remembered that the Common Council of the City of South Bend, Indiana, met in the
4p }a r Session in the Oounoil Chambers in the City Hall, Monday evening July 27th, 1931, at
0 oielock P: M.' All Members present except Councilman Oakley. President Nelson presided. The
Minutes of -the previous meeting were read and on Motion of Councilman Hull were referred to
the Committee on Inspection and Supervision of Minutes: Motion carried:
MOTION. '
Whereas an instrument in writgng was presented to the Common Council of the City of South
Bend, in ;the form of a resolution providing for a recommendation by the Council of a miitnimum
wage for common labor and.the employment of a percent of local labor by public contractors
Whereas such instrument was signed -by Citizens of South Bend not members of the Council.
Therefore be it resolved that such instrument be accepted and placed on file as a Petition, for
the reason that such appears to have been these interest of the signers the of to have such

Sirs: American Legion Polish Post No.' 357 of the City of Sccth Bend, went on record at their
last meeting, of having the city of South Bend take such action as may be necessary in arrangirg
a oele'bration during.the year of 1932, for the celebration of the two hundredth anniversary of
the birth of George Washington, who was not only the commander -in -chief of the American army
of the revolution, but was the first President of the United States o America; City of South
Bend should create a commission, so that plans could be prepared for the celebration which
Will be held next year, not only in the United States, but in the Worls, paying the due tribute

TILE OF DETERMINATION TO ISSUE GENERAL PURPOSE BONDS BY THE MUNICIPAL CITY OF SOUTH BEND,
f DIANA.'
Notice is hereby given to the taxpayers of the Municipal City of South Bend, St.' Joseph
unty State_ of Indiana, that the Common Council and Mayor crfthe City of South Bend, Indiana,
Ordinance Number 2936 duly passed on the 13th day of July, 19312 and approved by .the Mayor
said City on the 14th day of July, 19311 have determined to issue General Purpose Bonds of
id City in the principal sum of $590,000.'00, said bonds to bear interest at the rate of three
and three - quarters per acent per annum and to mature twenty (20) years after date of issue.
The roceeds ofsaid bonds shall be used for general purposes of said city:
Ten.(10) or more taxpayers, other than those who pay poll tax only, who feel themselves
aggreived by such determination may appeal to the State Board of Ta�.Commissioners for further
action by filing a petition therefor with the St Joseph County Auditor.--on or before the
expiration of twenty -nine (29) days from July 15th, 1931,1 In the event of such appeal the State
Bokrd 'of- Tax Commissioners will fix the time and date z for a, hearing in said city.

Your 'Committee of the Whole to whom was referrecl-A Resolution for assistance in procuring

Respectfully report that they have examined the matters and that in their opinion the said

WHEREAS from the above mentioned petitions and oral state ents. it seems that the very
nimum wage upon which a common laborer can sustain himself is at least fifty 0 cents

WHEREAS at the last session of the Congress of the United States it was provided by law that
aim all contractors on Government buildings shall pay the prevailing scale in:the community
wherever the building is being constructed; -
THEREFORE
BE IT RESOLVED 1y -the Common Council of the City of South Bend, Indiana, that on all
munial al construction work the minimum wage scale for common labor should be at leasir fifty
cents (p:'50 0) per hour; and
BE IT FURTHER RESOLVED that in order that as many men be employed as possible, eight (S)
hours per day be a work day, unless_ impracticable, for any one man within every period.of
_
twenty --four (24) hours on all municipal construction wort; and
BE IT FURTHER "RESOLVED" "that every contractor procuring a contract for municipal construction
work employ at least ninety (90) percent of local resident labor.

RESOLUTION.._ INTRODUOED-BY OOUNOILMAN JULIUS ALTFELD :'
WHEREAS, The year 1932 is the -two hundrafth anniversary of the 1 rth of George Washington, the
commander -in~ -chief of the American army of the revolution, president of the convention which.
framed the constitution-of the United States, the first President of the United States, whose
example of unselfish Jatriotism, wise leadership and devotion to the `principles of freedom,
justice and are a permanent_ and essential force in American life; and,
WHEREAS, The congress of the United States has created a,United States commission, and the
general assembly of the State of Indiana «Indiana. George Washington tricentenary commission_
which United States Commission has requesto& aa.ch of the states in the Union to creatke state
commissions for the observance of this important anniversary, and that the Indiana George
•
Washington bicentenary commission will request all the towns and cities in the state of
Indiana to create local commissions for the observance of the two hundredth anniversary of the
birth of George Washington in the state of Indiana, therefore be it -
RESOLVED
RESOLVED BY THE COMMON COUNCIL OF 'THE CSITY_ OF SOUTH BEND, INDIANA,
That there is hereby ereated -a commission, which shall be knowm as the SOUTH BEND GEORGE
WASHINGTON BIOENTENARY COMMISSION' , hereinafter called_ther_com*ission, which shall consist of th
mayor, as honorary chairman, two members of the common council to be appointed by the President
of the Common Council of the city of South Bend, Indiana, and twelve members to be appointed b
the mayor,: The fifteen appointed members shall be appointed for a term of two years:! The may

shall make such appointments within ten days aftexr this resolution takes effect:. The members
of the commission so appointed-shall be persons of known intrest in the preservation of the

history of therfounding of the United States of America and in commemorating the men-and the
events connected with it and shall be chosen without regard to their political aflli affiliation
Members of the commission shall serve without compensation. The mission shall meet within ten
days of the appointment of the members, at a time and place to be fixed by the mayor, for organ
zaticn
SEC:' 2The officers of the commission shall be a president, vine- president- -and a secretary
who shalli be, ohosen from the membership of the commission and shall hold office for a °fit term of
one year. The ocmmission shall adopt such rules and regulations as may be found necessary to
fix the time and place necessary to conduct the meetings and to carry on its business::
SEC. 3:The commission shall co-operate with the United States and Indiana George Washington
bicentenary commissions for the celebration of the two hundredth anniversary of the birth of

George Washington in the furtherance of this celebration both im the state at large and in the
city of'South Bend: It shall distribute such material and information of educational value as
may be available or may be secured by the commission: it shall prepare programsrfor, local
observanoe_of the two hundreth annoversary,.of the birth of George Wasghington:
SEC:' The commission shall have nf authority to obligate the City of` South Bend, Indiana to a

expense or to any payment :' The commission is authorised to receive and toe expend contribution
from individuals and organizations for the promotion of the provision of this act:'
SEC. 5" The commission shall cease and terminate two years after the appointment of its members
as provided for in section l' of- this resolution:'
