M. All members present except Councilmen& Goetz and Oakley. President Nelson_ presided. The Minutes of the previous meeting were read and on Motion of Councilman Hull were referred to the Committee of the Inspection and Supervision of Minutes. Motion carried. REPORT OF COMMITTEE ON MINUTES. To the Common Council of the City of South Bend: Your Committee on the inspection Eind supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. To the Common Coucil,,of the City of South Bents: Your Committee of the Whole to whom was referred An 0. rdltah.ce Relating to the Protection of the Right -of -tray of the NeW York Central Railroad Company with Lincoln Way West, _a Public Highway in the' City of South Bend, Indiana. Respectfully report that they have examined the matter and that in their opinion the said Ordinance should be reported Unfavorable, and'sthat the City Attorney be instructed to draw a, -new ordinance covering the protection of Fassnaeht Street and Lincoln Way West at their intersection of the right -of -way of the New Fork Central Railroad Company. An Ordinance Concerning the establishment of the Department of Public,Sanita.tion in the City of South Bend, Indiana, and creating a Sanitary District. The Ordinance was given its first reading by title, its second reading in full and on Motion of Councilman Hull was referred to the Committee of the Whole. Motion carried. ORDINANCE NO. An Ordinance Authorizing the Issuance and Sale of general Purpose Bonds in the sum of Five Hundred and Ninety Thousand Dollars ($590,000.00) and prodding for the time,and manner of Advertising and the Terms and manner of sale of said bonds. The Ordinance was given its first reading by title, its second reading in full and on Motion of Councilman Whiteman was referred to the Committee of the Whole. Motion carried. ORDINANCE NO. 2934 _ An Ordinance Requiring the New York Central Railroad Company to install a Continuous Burning Stop -Light at the Crossing of its tracks with Lincoln Way West and Also with Fassnacht Avenue in the Oity of South Bend. The Ordinance was given its first reading by title, its second reading in full and on U6tian of Councilman Hull the Rules were suspended by the following vote: Nelson, Whiteman, Rokop, Hull, Jaworski, Altfeld, Hiss, Grzeskowiak, Cripe and Gustin. Ayes 10, Nays 0. Rules Suspended and Ordinance goes to Third reading. Ayes 10, Nays 0. Rules Suspended and Ordinance goes to Third reading. Ayes-10, Nays 0. Ordinance Adopted. RESOLUTION Introduced by John C. Nelson. Whereas, the "Kankakee Marsh Region ", located iri Northwestern Indiana formerly constitute one of the outstanding wild life regions of the middlewest, and such region was a haven for wild life and teemed with countless thousands of migratory 'girds, and was a paradise for the hunter and fishermen of former years, and WHEREAS, this region has been•despoilbd and ruined by ill advised drainage, and WHEREAS, avast amount of the area attempted to be-drained has proven to be worthless for farming purposes, a.n& WHEREAS, within a radius of one hundred (100) miles of this area there resides a populati more than six million people, NOW, THEREFORE, BE IT RESOLVED by the Common Council of 'the City of South Bend, Indiana, convened in regular session, that it is the unanimous desire of said body that as much of the "Kankakee Marsh Region" as is practical for a wild life and migratory bird refuge be restored, (See Page 93) 1 •I (CONCLUDED) and said body requests and recommends_ that the migratory bird Conservation Commission_ of the _United States Government take all necessary steps to acquire a suitable area in such marsh region for the prtrpose of eStablIshing therein a wild life preserve_ and refuge. AND BE IT FURTHER RESOLV`kb, that copies of this resolution be forwarded to Senators James R. Watson and Arthur R. Robinson, Congressman Will R. Wood and Congressman Samuel B. Pettingill, and the Honorable Harry B. Hawes, Vice — Chairman of the Migratory Bird Conservation Commission at - Washington, _ D.. C. , . ADOPTED.by the Common.Council.of, the _Oity.of.South.Bend,.St..Joseph County, Indiana, this 22nd day of June, 1931. } On Motion of Councilman Cripe the Resolution was adopted., Motion carried.. RESOLUTION Introduced by Joseph S. Jaworski, WHEREAS, on July 4th of the present year, in the City of Poznan, in the Republic.of Poland, a monument to the memory of Woodrow Wilson will be unveiled in recognition of the greet services rendered,by gur late.Chief Executive to the oppressed nations of Europe, through his promt1gation of the doctrine of self — determination of nations; and WHEREAS, such manifestation of gratitude to the American nation on the part of the lately liberated people of Poland tends to improve and strengthen the economic, diplomatic and cultural relations existing between the two friendly nations; therefore be it RESOLVED, that His Honor, the Mayor, of the City of South Bend, Indiana, be requested to transmit on behalf of the City of South Bend, Indiana to the authorities of the City of Poznan, Republic of.Pblaf.d, a message of good will and felicitation on that historical occasion. On Motion of Councilman Rokop the Resolution was adopted. _Motion carried. On Motion of Councilman Hull the Council adjourned at 8:15 o'clock P. M., Motion carried.
