February 24th, 1930. REGULAR MEETING..
MINUTES.
Be it Remembered that the Common Council met in the Regular Session in the Council Chambers
in the City Hall., Monday evening February 24th, 1930 at the hour of 7 :55 o'clock P. M. All Membe:
present except Councilmen Nelson,- Jaworski and Hiss-. President Fegan presided. The Minutes of th
previous meeting-were read -and on Motion of Councilman Hull were referred to the Committee on
the Inspection and Supervision of Minutes.. Motion carried.

Sirs:- Enxclose herewith a resoltion for your kind consideration and action, me:morialzing Cong:
of the United States to anact House Resolution 9143 for the payment in full the face value of
adjusted'- service certificates to the World's, War- Veterans -.
From the informations received United States Treasury report shows that on June 30 last fffiu:
to redeem all adjusted compensation certificates of the expiration of 20 years from date was
$514;578,991.21 net, Also that 85- ,375,998.47 has been paid out during the fiscal year on claims
allow d or loans made from= -said fund at the United States Veterans Bureau.

The ifiterest on them is eating up the principal. Thousands �..of the World's War Veterana today all
over the country are in dire need.
There is another view that our g Government at present time, should tame the matter. up of p
off these adjusted - service certificates. Business is stagnant in this country, unemployment is
evidenced all over the United States . Huner and destitution stalk the streets, in may centers o
population and industry, and many of the men, who-, withour fault of their own, are in these
suffering; ranks, are men who Bore: arms in the Wold -War, and to whoT our Government owes an
adjusted.compensaton. If the present ses -sion of our Congresa. would get together and pay these
claims of the Worldla War Veterans in full. the face value-of adjusted service certificates, the
money would flow into the ch4nnels of business;, the whee:lm of industry would again hum,; the
manufacturers- and merchants'Would have again a. large body of customers, able to buy their produc
and the unemployment would -be removed and the -hunger from many homes.
The Common Council of the City of South Bend, Indiana, sould act favorably on• enclose
resolution,and memorialize Congress of the United States to enact legislation which provide fmr

Southside Add., as platted by the Fidelity and Co, and Lot 179,, in Roseland Plat No. 2, and
Mayrs Vistula Ave. Add. Lot No. 1 and 2, to'the City of South Bend, St. J s,. Co. Ind, -and to he;
change said property from the Residential District to the-11C11 Commercial istrict,.so that said

in Kaley' "m Second-Sub-Division to the City of South Bend, St. Joseph County, Indiana,; and to here
change said property from the "B'" Res dential District to the "D'" Light Industrial District, so.
that said property may be used for light industrial purposes by the owner thereof. ( Signed by

Lynchburg; Foundry Company, Lynchburg, Virginia, for the purchase of Cast Iron Pipe. Respectfully
report that they have examined the matter, and that in their opinion the said Ordinance should b

Ordinance No. 2806 adopted:by -the Common Council `the 11th day of November.1929 and being
an Ordinance amending " Ordinance No. 2752 known as an Ordinance to License'and Regulate Taxi -c
owners and Taxicab rivers, etc. By creating and adding thereto three new sections; to be number
31 -A, 31 -B, 31 -C ". respectfully report tjcat they have examined the matter, and that in their
opinion the said - Ordinance should be reported Favorable as amended. John C. Nelson, Chairman.
The report was accepted by the Council.

Gentlemen: We are transmitting herewith a Report of a "Sanitary,tSurvey of the Mishawaka -South
Bend Section of the St. Joseph River, including z- conclusions drawn from the survey and
ecommendationabased thereon.
hese recommendations should receive serious consideration and step sr be taken toward compliance
therewith without undue delay, in order that action-upon . the part of the State Board of Health

Avenue from the Six Hundred Block to the Five Hundred Bloc.
The Ordinance was given its first reading by title, its second reading in full and on Motic

RESOLUTION. INTRODUCED BY COUNCILMAN STEPHEN C. GRZESKOWIAK.
A RESOLUTION MEMORIALIZING CONGRESS: OF THE UNITED STATES', TO ANACT HOUSE RESOLUTION 9143 FOR
THE P &nAENT IN FULL THE FACE VALUE OF ADJUSTED SERVICE CERTIFICATES.
BE IT RESOLVED BY THE - COMMON COUNCIL OF THE CITY OF SOUTH'BEND,AND STATE OF INDIANA, That
the Common.Council of the City of South Bend, and State of Indiana, hereby endorsers and
approvedHouse Resolution 9143 which provide: for the effective darr ingout of the provisions_
of the said bill, whereby the Secretary of,'Treasury of the United tates,; would be: authorized,
empowered., and directed to pay in full, to any veteran applying;, the full face value of' his
adjusted - service certificate.
SEC. 2. That there shall be no time limit within which -the World_'`s War Veterans: should
be re=quired to make application for the issuance of adjusted- service certificate to which they
may be .entitled, or for the payment of the face value of said certificates as provided in
said resolution 9143..
SEC. 3, The Clerk &f the City of South Bend, and State of Indiana, is hereby directed
to transmit a certified,'•tledpy of this resolution to Hon.. Willis C. Hawley, M. C., and
Chairman of the Way m and Means Committee, and to eack Senators and Representatives in Congress:
from the State- of Indiana.
On Motion of Councilman Altfeld the Resolution was adopted. Motion carried.
