AN ORDINANCE OF THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA APPROPRIATING $225,000
FROM ECONOMIC DEVELOPMENT INCOME TAX (EDIT) FUND #408
TO SUPPORT THE SERVICES OF
DOWNTOWN SOUTH BEND, INC.
STATEMENT OF PURPOSE AND INTENT
Downtown South Bend, Inc. (DTSB) is a private, non-profit corporation whose mission is to
enhance and improve the appearance, safety and commercial vitality of the central portion of the City
of South Bend. Among the activities of DTSB are the promotion of new businesses and new jobs in
central South Bend, and the retention or expansion of existing downtown business enterprise. The
improvements and enhancements to the South Bend central area which have been made by and
through DTSB are a direct benefit to the City and its citizens. It is, therefore, beneficial to the City
of South Bend that is appropriate $225,000 from Economic Development Income Tax (EDIT) Fund
#408 to support the services of DTSB.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana:
Section I. The sum of $225,000 is hereby appropriated and set aside within Economic
Development Income Tax (EDIT) Fund #408 for the purpose of supporting those services of
Downtown South Bend, Inc. consistent with uses specified.for EDIT funds in I.C. 6-3.5-7-13.1.
Section II. This ordinance shall be in full force and effect from and after its passage by
the Common Council and approval by the Mayor.

Dear Council Member:
The attached ordinance proposes to appropriate $225,000 of Economic Development Income Tax
(EDIT) funds for the purpose of providing operating funds to DTSB. As you know, EDIT funds
can be used for projects enhancing economic development and DTSB's purpose is to retain and
expand downtown business and to create new jobs. This mission is consistent with EDIT fund
usage.
I will attend your May 29 committee meeting and public hearing to present this ordinance.
