AN ORDINANCE APPROPRIATING $2,126,000.00 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND (URGENT NEEDS GRANT) FOR THE
"MINI- MALL" PROJECT TO BE ADMINISTERED BY THE CITY OF SOUTH
BEND, INDIANA, THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT
AND THE DEPARTMENT OF REDEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The continued development and revitalization of South Bend's
Central Business District (CBD) is important to the quality of life
of the total community and would be advantageous to the future economic
growth and physical development of the City. The City of South Bend,
in a creative and affirmative partnership with the city residents,
private enterprise and Federal Government, has embarked upon several
development projects, including the construction of a community mall
more commonly known as the "Mini - Mall." As part of the public sector's
participation in this project, the City of South Bend will undertake
certain acquisition, relocation, clearance, and site preparation activ-
ities funded, in part, by federal monies secured through successful
application for an "Urgent Needs Grant." In order to initiate the
"Mini -Mall Project," the Division of Community Development and the
Department of Redevelopment require additional funds.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $2,126,000.00 is hereby appropriated
from the City of South Bend's Community Development Block Grant Fund
(Urgent Needs Grant). The appropriation shall be administered by the
Division of Community Development and the Department of Redevelopment
as set forth below:

SECTION II: This Ordinance shall be in full force and effect

Mayor.

The attached ordinance seeks Common Council appropriation of
$2,126,000 for development activities associated with the Century
Mall Project.
As you know Century Mall represents yet another initiative to couple
public and private investment in the development of our downtown.
The aforementioned $2,126,000 will help defray administrative, legal,
survey, planning, relocation, demolition, real estate acquisition, and
other related costs associated with this project.
As Mayor, I ask your strong support of this project.
