AN ORDINANCE APPROPRIATING $6,686.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE
CONTINUATION OF URBAN RENEWAL ACTIVITIES, TO BE
ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH
ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE
DEPARTMENT OF REDEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
One of Community Development's long -term objectives is the
revitalization of South Bend's Central Business District (CBD). This
revitalization must, however, be based on a realistic assessment of the
competitive position of the CBD viz -a -viz other regional retail centers.
Recognizing these regional realities, the revitalization of the CBD
must be based on the orderly transition of a declining retail center to
a viable multi -use regional center, i.e., an urban center which can
supply major financial, medical, governmental, transportation, various
business, and leisure- recreational - cultural opportunities (with a support-
ing mix of retail enterprises). As the CBD's role in the regional
economic structure continues to evolve, the Department of Redevelopment
will aid this revitalization process by the continuation and eventual
completion of the Urban Renewal Project R -66. To successfully complete
Project R -66, the Department of Redevelopment will: (1) develop and
implement, in conjunction with the Division of Community Development, an
urban core policy and plan, based on the realities of the region's
physical, social, and economic structure; (2) attempt to attract sub-
stantial, new capital investment and reinvestment in the R -66 project
area and its environs through all available renewal mechanisms and
techniques; and, (3) proceed towards an expeditious, but fiscally sound
close -out of South Bend's Urban Renewal Project R -66. To accomplish these
objectives additional miscellaneous project funds are required by the
Department of Redevelopment.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $6,686.00 is hereby appropriated for the
program year starting July 7, 1977 from the Community Development Block
Grant Fund (Program Year 1977). This appropriation is to be administered
by the Division of Community Development and the Department of Redevelopment,
and will be distributed as set forth below:

SUBJECT: 1977 CDBG SUPPLEMENTAL APPROPRIATION (REDEVELOPMENT)
DATE: JUNE 21,19 78
The Division of Community Development is presenting for your consider-
ation an appropriation bill totaling $6,686.00 to be used by the Department
of Redevelopment for administrative costs.
In the 1977 CDBG Plan, $105,000.00 was allocated for Redevelopment's ad-
ministrative cost. However, only $98,31+.00 was appropriated. Consequently,
$6,686.00 remaininn the 1977 CD Redevelopment Administrative Fund. The ap-
propriation of these remaining resources is now necessary to extend
Redevelopment Administration through the month of July.
During previous years, Redevelopment administrative costs were set aside
to implement a variety of activities related to the "Continuation of Urban
Renewal." Since the financial close -out of the Urban Renewal Project R66 is
scheduled for August 1978, we will no longer be able to use "Continuation
of Urban Renewal" as a basis for setting aside administrative costs. Rather,
Redevelopment administrative costs will have to be tied to specific projects- -
e.g., Century Mall.
By granting the above requested appropriation, additional time neces-
sary to transition Redevelopment to project funding will be provided.
