STATEMENT OF 'PURPOSE AND INTENT: The purpose of the Legal Services.- Community Development Project is to provide an adequate level of high quality legal representation in civil matters to all low and moderate in- come persons residing in the Community Development Neighbor- hood Strategy Areas who cannot otherwise afford the services of a private attorney, and to apprise, counsel, and represent individuals and groups in the Community Development Neighbor - hood Strategy Areas on specific legal issues including, but not limited to consumer rights, landlord- tenant relationships, housing and homeownership problems. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $35,000.00 is hereby appropriated for the program year starting August 1, .1978, from the City of South Bend's Community Development Block Grant Fund (Program Year 1978). The appropriation shall be used within the boundaries of the Community Development Neighborhood Strategy Areas as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations Part Five Hundred and Seventy (570) for the Program Year 1978. The appropriation shall be administered by the Division of Community Development and the Legal Services Program of Northern Indiana, Inc. Hunt Deputy Director M E M O R A N D U M TO: MEMBERS OF THE COMMON COUNCIL FROM: CARL ELLISON, DIRECTOR, COMMUNITY DEVELOPMENT SUBJECT: 1978 CDBG APPROPRIATION (LEGAL SERVICE) DATE: JUNE 21, 1978 fAir 219/284 -9335 The Division of Community Development is presenting for your consider- ation an appropriation bill totaling $35,000.00 to be used for the continuation of the Legal Aid Project. As part of the Second and Third Year Community Development Plan, Common Council Members approved a project designed to provide comprehensive legal services (excluding criminal cases) to low- and moderate - income residents of the Community Development "target areas." In evaluating this project, the CD staff has determined that it received overwhelming response in terms of applicants and clients served. This project has also successfully served as an appropriate support activity for other CD sponsored improvements within the target areas. Therefore, the Community Development Program hereby submits for your consideration an ordinance to appropriate $35,000.00 to continue the following services for low- and moderate - income residents of the aforementioned areas: a. Legal Representation for low - income persons who cannot otherwise afford these services. b. Community Education in the form of educational pamphlets and public seminars in areas such as consumer rights, landlord- tenant relation- ships and home ownership problems. c. Outreach Activities to reach primarily senior citizens who might either not be aware of services available to them or are reluctant to avail themselves of such services. d.
