(e 2 q I - ? g AN ORDINANCE APPROPRIATING $500,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR PROJECT REHABILITATION GRANTS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE BUREAU OF HOUSING. STATEMENT OF PURPOSE AND INTENT: The City of South Bend, in creative and affirmative partnership with city residents, private enterprise, and the Federal Government, is committed to the national housing goal of "a decent home and a suitable living environment" for all persons. In attempting to achieve this goal, the City has developed programs to financially assist low- and moderate - income persons in their effort to acquire and /or maintain safe, adequate, and affordable housing through the provision of services, loans, and /or grants. There are thousands of housing units in the City which are sub- standard and require $5,000 to $9,000 investment to meet the minimum housing code. Most households occupying these units have an inadequate income to effectuate rehabilitation and already pay a disproportionate share of their income for low quality housing service. Therefore, CDBG funds will be utilized by the Bureau of Housing to make housing rehabilita- tion grants to eligible low - and moderate - income persons. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $500,000.00 is hereby appropriated for the program year starting July 7, 1978 from the City of South Bend's Community Development Block Grant Fund (Program Year 1978). The appropria- tion shall be used within the boundaries of the Community Development Neighborhood Strategy Areas as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1978. The appropriation shall be administered by the Division of Community Development and the Bureau of Housing and will be administered as set forth below: PROGRAM -CD -78 -102 COMMUNITY DEVELOPMENT PROGRAM PURPOSE Housing Rehabilitation Grants AMOUNT $500,000.00 SECTION II. Hunt —_ - - -- Deputy Director TO: MEMBERS OF THE COMMON COUNCIL FROM: CARL ELLISON, DIRECTOR, COMMUNITY DEVELOPMENT SUBJECT: 1978 CDBG APPROPRIATION (REHABILITATION GRANTS) DATE: JUNE 21, 1978 The Division of Community Development is presenting for your consideration an appropriation bill totaling $500,000.00 to be used to continue the housing rehabilitation grant program. "Project Rehab," established during the first Community Development Program, has continued for three years. Since initiation of the rehab grant program, 157 housing units have been rehabilitated. As of May 31, 1978, 39 additional housing units have work -in- progress. Twenty (20) other units are set for contract. A total of 167 eligible applicants, from all CD target areas, remain on the waiting list. Project Rehab is an integral part of the administration's neigh- borhood and housing preservation program. It serves the lowest income residents of CD target areas and, in particular, the elderly homeowner and household on a fixed income. The rehab grant activity, in conjunction with the various low interest loan projects, local and urban homesteading, "Project Rebate," and code enforcement, function as an integrated housing assistance program to serve a cross - section of income groups within the CD target areas. No major changes are anticipated for the rehab grant activity. The maximum grant will remain at $9,000.00 per unit. Project guidelines, eligibility requirements, and income /household criteria have not been modified. According to the Bureau of Housing's analysis the average rehab grant will be in the $6200 -$6700 range. We respectfully request your favorable consideration of the attached bill.
