AN ORDINANCE TRANSFERRING THE SUM OF $33,000.00 FROM CD
PROGRAM 77 -101 PERSONNEL COSTS TO CD PROGRAM 77 -101 NON -
PERSONNEL COSTS IN THE AMOUNT OF $33,000.00. BOTH COST
CATEGORIES BEING WITHIN THE BUREAU OF HOUSING BUDGET FROM
THE 1977 COMMUNITY DEVELOPMENT BLOCK GRANT FUND OF THE
CITY OF SOUTH BEND, INDIANA.
STATEMENT OF PURPOSE AND INTENT:
Certain extraordinary conditions have developed since the adoption
of the existing budget for the Bureau of Housing from the 1977 Community
Development Block Grant Fund (Program Year 1977). In order to insure a
continued effective and efficient utilization of housing rehabilitation and
assistance monies, through proper program management, the Bureau of Housing
requires additional funds for certain non - personnel costs. Since a surplus
exists in the Bureau of Housing's personnel costs account, a transfer of
funds is requested as set forth below:
NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the City
of South Bend, Indiana:
SECTION I. That the sum of $33,000.00 be transferred in the follow-
ing manner:
REDUCE THE FOLLOWING
PURPOSE AMOUNT
Housing Program Administration $33,000.00
(Personnel Costs)
INCREASE THE FOLLOWING
PURPOSE AMOUNT
Housing Program Administration $33,000.00
(Non- Personnel Costs)
SECTION II. This ordinance shall be in full force and effect
from and after its passage by the Common Council and approval by the Mayor.

SUBJECT: TRANSFER OF $33,000 WITHIN THE BUREAU OF HOUSING BUDGET (1977)

The attached bill seeks the transfer of $33,000 within the Bureau of
Housing Administration Budget from personnel to non - personnel costs.
A surplus exists in BOH personnel costs because of the following:
a) During the first program year (July 1975 -June 1976), all adminis-
trative costs for CD General Administration, BOH, and several
other agencies such as Substandard were combined in one budget.
b) During the second program year (July 1976 -June 1977), separate
budgets were passed for CD, BOH, and Substandard.
c) However, BOH did not immediately incur costs against its second
year budget because a significant percentage of the bureau's staff
was paid out of Model Cities E -6 funds until August 31, 1976. In
addition, sufficient first year funds were available to carry
the BOH through September 1976. Consequently, BOH did not begin
to use its second year budget until October 1976.
d) Apparently, because of the above, BOH did not have to begin using
its third year budget until October 1977.
e) Because of this situation, staff turnover, and related factors,
a surplus of approximately $60,000 exists in BOH personnel costs.
We propose to transfer $33,000 to cover various operational expenses
through August 1978. In addition, funds are necessary to cover extra-
ordinary needs for vehicles and space.

Since the above is at best a cursory explanation of this complicated
matter, I would appreciate the opportunity to more fully discuss this
matter in caucus.
