AN ORDINANCE APPROPRIATING $495,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR VARIOUS
PUBLIC WORKS PROJECTS TO BE ADMINISTERED BY THE
CITY OF SOUTH BEND THROUGH THE DIVISION OF COMMUNITY
DEVELOPMENT AND THE DEPARTMENT OF PUBLIC WORKS.
STATEMENT OF PURPOSE AND INTENT:
The equitable and fiscally sound provision of basic services,
including supporting capital facilities and infrastructure, is the
foundation of the quality of the City's residential areas and neighbor-
hoods. The many public and private services and supporting facilities,
whether at the neighborhood, community, or city level are essential to
the city resident's existence. In order to maintain and upgrade the
quality of the city's neighborhoods and provide the necessary public
services and facilities certain public works projects and programs will
be conducted by the Department of Public Works.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $495,000.00 is hereby appropriated for
the year starting July 7, 1978, from the City of South Bend's Community
Development Block Grant Fund (Program Year 1978). The appropriation
shall be used within the boundaries of the Community Development Neighborhood
Strategy Areas and other "lower income" areas to support other Community
Development housing rehabilitation activities as approved by the United
States Department of Housing and Urban Development under Title Twenty -
Four (24), Code of Federal Regulations, Part Five Hundred and Seventy
(570) for the Community Development Program Year 1978. The appropriation
shall be administered by the Division of Community Development and the
Department of Public Works and will be administered as set forth below:

The Division of Community Development is submitting for your consider-
ation an appropriation bill totaling $495,000.00 to be used for various
street and street related improvements.
Street improvement activities will be conducted within all six (6) CD
target areas and other "lower" income areas as approved by the Department
of Housing and Urban Development.
Eligible costs within the CD Street Improvement Fund include: acquisi-
tion of property for off - street parking (limited to neighborhood commercial
revitalization projects); construction of off - street parking facilities; all
types of street resurfacing (excluding street repair activities); recon-
struction or construction of streets; street related improvements such as
drainage, curb /gutter, sidewalks, street trees, furniture, lighting, and
signing; and, the lease or rent of street scarification equipment.
