.AN ORDINANCE APPROPRIATING $21,184.00 OF TITLE XX
GRANT MONIES FROM THE CITY OF SOUTH BEND CRIME CONTROL
FUND FOR VARIOUS YOUTH SERVICE BUREAU ACTIVITIES
DURING THE PERIOD JULY 1, 1978 THROUGH JUNE 30, 1979.
STATEMENT OF PURPOSE AND INTENT:
In that additional funding is needed for the Youth Service
Bureau to provide a full summer program, and provide extra funds for
intern activities, and in that'the City has obtained a State of Indiana
Title XX Grant to fund these activities.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. The sum of $21,184.00 is hereby appropriated from
the Crime Control Fund. This appropriation is to be administered by the
Youth Service Bureau as set forth below:
SECTION II. This Ordinance shall be in full force and effect
from and after its passage by the Common Council, approval by the Mayor, and
the fulfillment of all statutory requirements for emergency appropriations.

The Youth Service Bureau has been granted a contract through Title XX for
the fiscal period July 1, 1978 through June 30, 1979 in the amount of $21,184.
The services contracted for will be reimbursed to the Youth Service Bureau on a
monthly basis.
It is my intent to use Title XX monies to supplement existing funding for
the Youth Service Bureau as revenue sharing appropriated for 1978 does not cover
all expenses incurred by the Youth Service Bureau annually.
Part of the funds are already designated for activities such as the camper -
ship program and the purchase of uniforms for camp participants. Another part of
the money will be used to pay a stipend to Penn State University interns who help
organize and operate the various recreation activities of the bureau.
I hope this helps explain the use of Title XX funds. I will be glad to pro-
vide any further information.
