GAMMON ORDINANCE NO. i _; g q— % R' AN ORDINANCE APPROPRIATING $20,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE REHABILITATION OF THE SOUTHEAST NEIGHBORHOOD CENTER, TO BE ADMINISTERED BY THE DIVISION OF COMMUNITY DEVELOPMENT AND BUREAU OF HOUSING. STATEMENT OF PURPOSE AND INTENT: The City's neighborhood preservation program is based on a variety of activities including housing rehabilitation, public works, park improvements, and social service projects. To improve the delivery of community development and non - community development funded social services, which support the housing and physical improvement projects, the City has allocated community development funds for the rehabilitation, redesign, and improvement _of selected neighborhood centers serving the neighborhood strategy areas. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $20,000.00 is hereby appropriated for the program year starting July 7, 1977, from the City of South Bend's Community Development-Block Grant Fund (Program Year 1977). The appropri- ation shall be used as approved by the United States Department of Housing and Urban Development, under Title Twenty -Four (24), of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1977. This appropriation shall be administered by the Division of Community Development and the Bureau of Housing as set forth below: PROGRAM CD -77 -607 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Rehabilitation of the Southeast Neighborhood Center $20,000.00 SECTION II. Hunt Deputy Director TO: Members of the Common Council FROM: Carl Ellison, Community Development Director SUBJECT: Southeast Center Rehabilitation 219/284 -9335 The attached ordinance seeks the appropriation of $20,000 to undertake necessary rehabilitation of the Southeast Neighborhood Center. Although this - activity is included in the 3rd Community Development Plan and could have been implemented several months ago, numerous factors created the need for the Administration to delay its implementation. Paramount among these factors was the fact that ACTION, Inc. proposed the abandonment of the facility as the location for the delivery of its services to the Southeast Neighborhood. This ACTION decision served to catalyze neighborhood forces who in conjunction with United Way, Community Development and other agencies, worked diligently to significantly increase the quantity and quality of neighborhood center services. This coalition of forces also worked successfully to relieve ACTION of some of the financial burden of operating the center: In light of these changes, the Administration now believes the Southeast Center is both stable and viable in its delivery of necessary services. Additionally, the Administration feels assured that the current facility will remain a neighborhood center indefinitely. The requested $20,000 will cover necessary plumbing, electrical, insu- lation and general construction needs. However, based on the most recent Bureau of Housing inspection of the facility, we know that an additional $4,000 will be necessary to complete all needed work. Consequently, 1p ease note that the Administration will request a $4,000 supplemental appropriation for this facility at a later date.' Since this letter does not provide all details related to this activity, I would appreciate the opportunity to more fully discuss this matter with you.
