GAMMON ORDINANCE NO. & c j 1,7 - :$ AN ORDINANCE APPROPRIATING $5,152.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR HOUSING COUNSELING SERVICES TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE URBAN LEAGUE OF SOUTH BEND AND ST. JOSEPH COUNTY. STATEMENT OF PURPOSE AND INTENT: The City of South Bend, in creative and affirmative partnership with city residents, private enterprise, and community organizations, is committed to the national housing goal of "a decent home and suitable liv- ing environment for all persons!' In attempting to achieve this goal, the City has developed programs to assist low- and moderate - income persons in their effort to acquire and /or maintain safe, adequate, and affordable housing through the provision of support services and financial assistance. Comprehensive housing counseling service has been developed to provide low - and moderate - income households with the information and skills necessary to select, maintain, and retain suitable housing in a self- sufficient manner. In order to implement the comprehensive housing counseling service addi- tional funds are required by the Division of Community Development and the Urban League of South Bend and Saint Joseph County. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $5,152.00 is hereby appropriated for the program year starting July 7, 1978 from the City of South Bend's Community Development Block Grant Fund (Program Year 1978). The appropriation shall be used to serve low -and moderate - income persons in the City of South Bend as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1978. The appropriation shall be administered by the Division of Community Development and the Urban League of South Bend and Saint Joseph County as set forth below: PROGRAM CD 78 -106 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Housing Counseling Service (Urban League) $5,152.00 SECTION II. The $5,152.00 appropriation would be used as a match for Title XX monies to generate a total of $20,611.00 for the counseling program. Based on the Urban League's information, the projected level of service will be approximately 260 clients. Client eligibility is based on Title XX and CDBG income guidelines. It is anticipated that 60% of the clients will be SSI or AFDC recipients and 40% will be "income eligible."
