(�, 14 le -7 $ AN ORDINANCE APPROPRIATING $30,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR GENERAL PARK IMPROVE- MENTS FOR LASALLE PARK, TO BE ADMINISTERED BY THE DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. STATEMENT OF PURPOSE AND INTENT: The task of providing a satisfying and stimulating urban environ- ment has become a greater and greater challenge. There is a growing recogni- tion that if our cities, suburbs, and metropolitan areas are to be liveable and pleasant it is essential that a system of parks, recreational facilities/ areas, open space, and even some measure of wilderness are available to all segments of the urban population. As part of this task the Division of Community Development and the Department of Public Parks has established a long -term objective of increasing the park, open space, and recreational opportunities available to inner -city residents by improving existing parks and recreational facilities. In order to achieve this objective, the Division of Community Development and Department of Public Parks require additional funds: NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend,�Indiana, as follows: SECTION I. The sum of $30,000.00 is hereby appropriated for the program year starting July 7, 1978, from the City of South Bend's Community Development Block Grant Fund (Program Year 1978). The appropriation shall be used as approved by the United States Department of Housing Federal Regulations Urban ations Development, under Title Twenty -Four (24), the Part Five Hundred and Seventy (570) for the Community Development Program Year 1978. This appropriation shall be administered by the Division of Community Development and the Department of Public Parks as set forth below: PROGRAM CD -78 -502 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT General Park Improvements for $30,000.00 LaSalle Park SECTION II. As you may recall, the LaSalle Park District Council presented a pro- posal for the improvement of the LaSalle Park Recreation Center including concomitant site improvements. Cost for the improvements to the recreation center were estimated to be $201,000. Additional site improvements requested by the organization included lighting, improvement of the picnic areas and increased recreational facilities for the "hill" area of the park. The LaSalle Park District Council's request for improvements to the recreation center was not funded. However, $30,000 was allocated for general park improvements. Consistent with standard CD practice, the neighborhood representatives met with park personnel to discuss possible improvements. From this meeting the following improvements and budget are proposed: 1.) Shelterhouse $14,000 2.) Trees 2,000 3.) Tot Lot 10,000 4.) Picnic Tables, grills $ benches 4,000 TOTAL $30,000 The Division of Community Development request your favorable consider- ation of the attached bill.
