AN ORDINANCE FIXING THE ANNUAL PAY OF
POLICEMEN YOR THE CALENDAR YEAR 1979
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH
BEND, INDIANA, AS FOLLOWS:
SECTION I. The 1979 Salary shall be the 1978 Salary base
plus an increase of Six Hundred Dollars ($600.00) effective on
January 1, 1979, and another Six Hundred Dollar ($600.00) increase
on July 1, 1979, which shall be added to the base salary established
for January 1, 1979. Thus, the annual pay of the officers and mem-
bers of the Police Department of the City of South Bend for the
year 1979, by rank, classification and service years shall be as
follows:

Any officer in training shall remain in that status until
satisfactory completion of the mandatory law enforcement training
program.
The first service year for a police officer commences upon
his being sworn in as a police officer. The police officer shall
obtain his second service year on the next succeeding first day of
January until he attains the maximum salary for the particular rank
he may hold.
SECTION II. In addition to the foregoing annual pay, the
officers and members of the Police Department shall receive com-
pensation for extra duty and special performance, and the follow-
ing benefits:
(a) Effective January 1, 1979 if an officer is subpoenaed
to court or has to go to court or is required to appear at any
given location to validate a complaint or warrant, the officer shall
be paid (if off duty) at the rate of time and one -half the officer's
hourly rate of pay with minimum of two -hours on the officers regu-
larly scheduled work day and four -hours on the officer's regularly
scheduled day off. In addition, any officers required to work over-
time shall be paid at the rate of one and a half times the officer's
normal rate of pay with a minimum of two -hours for any overtime be-
yond said officer's normal work day schedule.
(b) Any officers shall be entitled to receive $32.00 for
each of the holidays listed below, whether such holiday is worked
ar not. Payment shall be made for each holiday during the pay
period to which the holiday falls; however, no holiday shall 1?e
paid in advance of its occurrence. The holiday pay shall apply
only to the following:
New Years Day Fourth of July
Lincoln's Birthday Labor Day
Washington's Birthday Columbus Day
Good Friday Veteran's Day
Easter Sunday Thanksgiving Day
Memorial Day Christmas Day
(c) For night incentive and hazard pay, $300.00 per year.
(d) Each officer shall be paid a Gun and I.D. Allowance
(G.I.D.) of One Hundred Dollars ($100.00) per year. One -half of
the G.I.D. Allowance shall be paid to each sworn officer by-June
30,.1979 and the remaining one -half shall be paid by December 31,
1979.
SECTION III. The Common Council recommends that the sworn
members of the Police Department clothing allowance be $425.00
per year. One -half of the clothing allowance shall be paid to each
sworn officer by June 30, 1979, and the remaining one -half shall be
paid by December 31, 1979.
SECTION IV. The Common Council recommends that the advance-
ment of rank from Patrolman First Class to Corporal be after three
(3) complete years upon satisfactory performance of duty and pro-
motion by the Board of Safety.
SECTION V. The Common Council recommends:
(a) that an eye and dental care insurance program
be developed by the City with the full cost of
this program being paid by the employee.
(b) Officers working under the Overtime Foot Patrol
Program shall be paid at the rate of $6.25 per
hour effective August 1, 1978, and at the rate
of $7.5G per hour effective January 1, 1979. A
total of $120,000 shall be appropriated for the
1979 Overtime Foot Patrol Program.
(c) that the Mayor and Board of Safety negotiate with
the Fraternal Order of Police to develop a Work
Rules and Regulations Agreement by November 30,
1978.
SECTION VI. This Ordinance shall be in full force and effect
for the calendar year commencing July 1, 1979 and ending December
31, 1979.
