AN ORDINANCE APPROPRIATING $10,000 FROM THE
FEDERAL ., ASSISTANCE GRANT, COMMONLY REFERRED TO
AS GENERAL REVENUE SHARING FOR PROFESSIONAL
CONSULTANT SERVICES, TO BE ADMINISTERED BY THE
CITY OF SOUTH BEND THROUGH THE BUREAU OF POLICE
STATEMENT OF PURPOSE AND INTENT
On May 23, 1977, the South. Bend Common Council adopted
Resolution No. 559 -77. This resolution signed by all of the
council members again recognized the need for an objective and
fair merit system. It further recommended that the Police Merit
Board proceed ahead "with all deliberate speed in the task of fur-
ther professionalizing the Bureau of Police."
Since the adoption of that resolution, the Merit Board has
spent many hours reviewing the specialized needs of the Police
Department in order to carry out a merit system.
In the interest of bringing an objective and fair merit
system into being, the following appropriation is necessary to
fulfill the performance evaluation and oral interviewing aspects
of this system.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana, as follows:
SECTION I. That the sum of $10,000.00 is hereby appropriated
for the year 1978 from the Federal Assistance Grant Fund, commonly
referred to as the General Revenue Sharing. This appropriation is
to be administered by the Bureau of Police for the purpose of con-
tracting professional consultant services to design and implement a
Performance Evaluation program as well as contracting professional
consultant services to train members of the Police Administration in
the techniques of the oral interview. This appropriation will be
distributed as set forth below:

SECTION II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council and approval
