AN ORDINANCE APPROPRIATING $251,592.00 FROM
THE FEDERAL ASSISTANCE GRANT, COMMONLY KNOWN
AS GENERAL REVENUE SHARING, FOR THE CITY'S
ONE -THIRD SHARE OF THE E -3 AND E -5 CODE ENFORCE-
MENT PROGRAMS, TO BE ADMINISTERED BY THE CITY OF
SOUTH BEND, THROUGH ITS DEPT. OF ADMINISTRATION
AND FINANCE.
STATEMENT OF PURPOSE AND INTENT:
Funds are now needed to pay the City's proportionate
share of the Northeast and Model Cities Code Enforce-
ment projects as Were agreed to by the Common Council
in 1971.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. The slue of $251,592.00 is hereby appropriated
for the year 1978 from the Federal Assistance Grant Fund commonly known
as the General Revenue Sharing Trust Fund. This appropriation is to be
administered by the Dept. of Administration and Finance as set forth
below:

SECTION II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council, approval by

There will be presented for your consideration at first reading on April 10, 1978
an ordinance appropriating $251,592.00 from the General Revenue Sharing Trust
Fund. This appropriation, if adopted, will be used to pay the City's portion
of the E -3 & E -5 Code Enforcement projects which were completed May 31, 1974.
Basically, the City Council under Mayor Allen in 1971 made a committment to
pay 1/3 of audited project costs on both these projects. Originally, the
local matches were temporarily paid from R -66 project cash. In view of the fact
that R -66 is now coming to an end, these costs must be reimbursed to the Re-
development Commission, and the R -66 Downtown Renewal project.
When completed, the total project cost was as follows:

Audited Project Cost $733,450.67
Amount of Grants 2/3 488,969.55
City's 1/3 Share $244,481.12
Plus additional site improvements $221,635.94
$466,177.06
Ind. E -5 Model Cities Code Enforcement
Audited Project Cost $439,426.92
Amount of Grant 2/3 292,952.74
City's 1/3 Share $146,474.18
Total City Obligation $612,591.24
Less payments by City 361,000.00
$251,591.24
For your information, I have included copies of Resolution 284 -71 & 285 -71
which the Coffin Council passed in 1971. 'These were the resolutions which
camnitted the City to the stabilizing of the Northeast area and Model
Cities area through code enforcement. I have also included the HUD audit
report on both projects which outlines the City's share of project costs.
