GAMMON Approved and signed by me a,&";.'VL Clerk ORDINANCE NO. 3j r-?4Y AN ORDINANCE APPROPRIATING $20,000.00 FROM THE FEDERAL ASSISTANCE GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC WORKS. STATEMENT OF PURPOSE AND INTENT: Additional funds are needed by the Department of Public Works to administer certain activities of the Department, and to ensure the Depart- ment's ability to properly perform its functions; NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I. The sum of $20,090.00 is hereby appropriated from the Federal Assistance Grant Fund, commonly known as the General Revenue Shar- ing Trust Fund. This appropriation is to be administered by the Department of Public Works and will be distributed as set forth below: PROGRAM FA 152 MUNICIPAL SERVICES IMPROVEMENTS Account Description Amount 260.0 Other Contractual $20,000.00 TOTAL FA 152 $20,000.00 SECTION II. Director, Public Works March 29, 1978 South Bend Common Council 441 County /City Building South Bend, IN 46601 RE: Fencing for the Municipal Services Facility Dear Councilmen: The attached request for $20,000 of General Revenue Sharing Funds has been requested for the purpose of installing perimeter fencing for the yard and building areas surrounding the Municipal Services Facility. This request is being made as a constructive step toward reducing access to the city -owned property, thereby reducing the probability of theft of gasoline and materials from the premises, vandalism to city property, and at the same time providing an adequate and secure park- ing area for the privately -owned vehicles so as to reduce, if not eliminate, vandalism to said vehicles. It should also be noted that a fence previously was in existence at the east end of these properties, adjacent to the Newman- Altman property. Said fence was removed during the demolition of the Studebaker Power House and has not been replaced to this date. That firm has requested that the City replace this segment of fence as soon as possible, in that they have reported several incidents of theft which they feel have re- sulted from the availability of ingress and egress to the property at this time.
