GAMMON Approved and signed by me _ , D .7!2 z $ 9 ORDINANCE NO. 413Y-2,T AN ORDINANCE APPROPRIATING $5,000.00 FROM THE FEDERAL ASSISTANCE GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC WORKS. STATEMENT OF PURPOSE AND INTENT: Additional funds are needed by the Department of Public Works to administer certain activities of the Bureau of Communications, and to ensure the Bureau's ability to properly perform its functions; NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I. The sum of $5,000.00 is hereby appropriated from the Federal Assistance Grant Fund, commonly known as the General Revenue Shar- ing Trust Fund. This appropriation is to be administered by the Department of Public Works and will be distributed as set forth below: PROGRAM FA 151 RADIO "COMMUNICATIONS Account Description Amount 726.0 Other Equipment $5,000.00 TOTAL FA 151 $5,000.00 SECTION II. NEMETH, Mayor COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 March 29, 1978 South Bend Common Council 441 County /City Building South Bend, IN 46601 2191284 -9251 RE: Revenue Sharing Request Bureau of Communications Radio Frequency Spectrum Analyzer - $5,000 Dear Councilmen: The attached request for financial assistance from the General Revenue Shar- ing Fund of 1978 is for the purpose of purchasing a Radio Frequency Spectrum Analyzer for the Bureau of Communications. The FCC License and Regulations, under which the City of South Bend operates, places very strict limitations upon the authorized power of our transmitters. At the present time we do not have the capability of monitoring the amount of spurious radiation transmitted by our units and, therefore, we are not capable of correcting these deviations. We are currently aware of the fact that we do transmit outside of the authorized limits; most recently we have received notification from Indiana Bell Telephone Company that they have been receiving interference from our Police. Department transmitters. Because of the increasing congestion of the radio frequency spectrum, and the resulting excessive problems of transmitter intermodulation and interference therefrom, the FCC is accelerating their monitoring of these systems, and will subsequently be issuing citation violation notices to all offenders. In fact, it is quite likely that all two -way maintenance shops will be required to have a Frequency Spectrum Analyzer as part of their monitoring equipment, or at least have one readily available to rent for these purposes. South Bend Common Council Page Two March 29, 1978 The prevailing price for this equipment has been two to four times that cost quoted herein; it is only recently that these analyzers have been available at the $5,000 price range.
