AN ORDINANCE APPROPRIATING $174,000.00 FROM LOCAL'
ROAD AND STREET- SPECIAL DISTRIBUTION FUND TO PRO-
JECT R & S 7803, ANGELA BOULEVARD IMPROVEMENTS,
WITHIN THE LOCAL ROAD AND STREET- SPECIAL DISTRIBU-
TION FUND.
STATE OF PURPOSE AND INTENT:
In that the 1978 session of the Indiana General Assembly enacted Public
Law 58, Acts 1978, creating the Local Road and Street - Special Distribution
Fund; and
In that certain unsafe conditions exist along Angela Boulevard between
its intersection with U.S. 31 (Michigan Street) and its intersection with
Iroquois Street, certain improvements have been proposed. Funds are now needed
to pay the cost of the construction of these improvements. Funds are available
in the Local Road and Street - Special Distribution Fund for these purposes.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH
BEND, INDIANA:
SECTION I: That the sum of $174,000.00 be appropriated from the 1978
Local Road and Street - Special Distribution Fund to Project R & S 7803, as set
forth below:

RE: Angela Hill Improvements
Dear Councilmen:

The attached appropriation requesting $174,000 represents the cost of the
improvements proposed for Angela Boulevard between U.S. 31- Michigan and a
point east of this intersection with Iroquois Street.
The steepness of the hill located in this area and the sharp curves which
one must negotiate when driving this section, combined with a deteriorating
pavement, have created a most unsafe condition on the Angela Hill. Due to a
combination of all three factors, this office is proposing a complete re-
construction of the hill.
This reconstruction will flatten the hill and smooth out the curves to as
great a degree as is possible within the existing rights -of -way. A re-
constructed railcrossing at the east end of this project, near St. Joseph
High School, is also proposed. The total cost of this improvement is broken
down as follows:
Construction $162,000
Engineering 12,000
PROJECT TOTAL $174,000
