AN ORDINANCE REDUCING THE 1978 MOTOR VEHICLE HIGH- WAY BUDGET IN THE AMOUNT OF $344,567.00, AS MAN- DATED BY THE OFFICE OF THE STATE BOARD OF TAX COMMISSIONERS STATEMENT OF PURPOSE AND INTENT: In that the 1978 budget for the Motor Vehicle Highway Fund appropriated $1,564,540.00 for activities administered by the Bureau of Streets; and In that upon their review of the 1978 Motor Vehicle Highway Fund the Office of the State Board of Tax Commissioners has mandated that said Fund be reduced by $344,567.00 to $1,219,973.00, NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I: That certain line items in the 1978 Motor Vehicle Highway Fund be reduced by the sum of $344,567.00, as follows: ACCOUNT DESCRIPTION AMOUNT 421 Aggregate $ 15,000 422 Mineral Filler 2,500 423 Emulsion 10,000 424 Bituminous Materials 87,500 425 Concrete 20,000 426 Salt 60,000 440 Other Materials 5,000 TOTAL 400 $200,000 722 Motor Equipment 140,000 726 Other Equipment 4,567 TOTAL 700 $144,567 TOTAL REDUCTION $344,567 SECTION II: This ordinance shall be in full force and effect from and after its passage by the Common Council and its approval by the Mayor. 1st READING l,. ? !1'—,2,?' Special Fund Requests for Blizzard Costs and Budget Transfers Dear Councilmen: Attached you will find four related funding requests, namely: M.V.H. Budget Reduction $344,567 F.D.A. Reimbursement to M.V.H. 18,642 M.V.H. - Special Distribution Appropriation 440,000 L.R.S.A.- Special Distribution Appropriation 162,320 219/284 -9251 The purpose of these filings is twofold - first, to reduce the original M.V.H. Budget as mandated by the State Tax Board, and, secondly, to appropriate available special funds to counter the mandated reduction and address the expenses of the 1978 Blizzard. The manner in which these matters have been addressed is basically dic- tated by the State Board, and as a result four ordinances have been sub- mitted rather than one. I would like to call to your attention that because the Special M.V.H. Distribution will be made monthly starting in May (running for 12 months) and not in one single disbursement, I have been forced to use $162,320 from the L.R.S.A. account to meet these 1978 cash flow requirements. It is my intention that $162,320 of the final disbursement of Special M.V.H. Funds be used in 1979 for an L.R.S.A. project(s) in order to balance the respective funds.
