AN ORDINANCE APPROPRIATING $7,000.00 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND, FOR THE REHABILITATION OF
THE SOUTHEAST NEIGHBORHOOD CENTER, TO BE ADMINISTERED BY
THE DIVISION OF COMMUNITY DEVELOPMENT AND BUREAU OF
HOUSING.
STATEMENT OF PURPOSE AND INTENT:
The City's neighborhood preservation program is based on a variety
of activities including housing rehabilitation, public works, park improve -
ments, and social service projects. To improve the delivery of community
development and non - community development funded social services, which
support the housing and physical improvement projects, the City has allocated
community development funds for the rehabilitation, redesign, and improve-
ment of selected neighborhood centers serving the neighborhood strategy
areas.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $7,000.00 is hereby appropriated for the
program year starting July 7, 1978, from the City of South Bend's Community
Development Block Grant Fund (Program Year 1978). The appropriation shall
be used as approved by the United States Department of Housing and Urban
Development, under Title Twenty -Four (24), of the Code of Federal Regulations,
Part Five Hundred and Seventy (S70) for the Community Development Program
Year 1978. This appropriation shall be administered by the Division of
Community Development and the Bureau of Housing as set forth below:

SECTION II. This ordinance shall be in full force and effect from

SUBJECT: SUPPLEMENTAL SOUTHEAST CENTER REHABILITATION APPROPRIATION
The attached ordinance seeks a supplemental appropriation of
$7,000 to complete necessary rehabilitation of the Southeast Neighborhood
Center.
As you may recall, on June 29, 1978, the Common Council passed an
ordinance appropriating $20,000 of 1977 CD monies to rehabilitate the
Southeast Neighborhood Center. On that evening I indicated the Administration
would request an estimated $4,000 supplemental appropriation for this
facility at a later date - -the additional costs resulting from the upward
revision of our cost estimate. Since that time we have further revised
our estimate.
We now find that a supplemental appropriation of $7,000 is necessary.
We respectfully request your favorable consideration of this matter.
