AN ORDINANCE APPROPRIATING $20,000.00 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND, FOR VARIOUS PUBLIC PARK
PROJECTS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND
THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE
DEPARTMENT OF PUBLIC PARKS.
STATEMENT OF PURPOSE AND INTENT:
The task of providing a satisfying and stimulating living environ-
ment has become a greater and greater challenge- -there is a growing recognition
that if our cities, suburbs, and metropolitan areas are to be liveable and
pleasant it is essential that a system of parks, recreational facilities/
areas, open space, and even some measure of wilderness are available to all
segments of the city's population. As part of this task the Division of
Community Development and the Department of Public Parks has established
a long -term objective of increasing the park, open space, and recreational
opportunities available to inner -city residents by improving existing
parks and recreational facilities.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of $20,000.00 is hereby appropriated for the
program year starting July 7, 1978 from the City of South Bend's Community
Development Block Grant Fund (Program Year 1978). The appropriation shall
be used as approved by the United States Department of Housing and Urban
Development, under Title Twenty -Four (24), of the Code of Federal Regulations
Part Five Hundred and Seventy (570) for the Community Development Program
Year 1978. This appropriation shall be administered by the Division of
Community Development and the Department of Public Parks as set forth
below:

SECTION II. This ordinance shall be in full force and effect from
and after its passage by the Common Council and approval by the Mayor.

SUBJECT: 1978 CDBG APPROPRIATION (Coquillard Park Improvements)
The Division of Community Development is submitting for your consider-
ation an appropriation bill totaling $20,000 to be used for general
improvements at Coquillard Park.
The CD staff in conjunction with the Park Department have discussed
the following areas of improvement for Coquillard Park:
1) Resurfacing of existing tennis court;
2) The addition of a tennis court;
3) Resurfacing of basketball court;
4) and, addition of park and /or picnic benches.
Consistent with CD policy, priorities for final park improvements shall
be established between the Park Department and the neighborhood organization
and residents, pending on resources, cost estimates, etc.
We respectfully request your favorable consideration of this bill.
