AN ORDINANCE APPROPRIATING $12,220 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND, FOR GENERAL PARK IMPROVE-
MENTS FOR MUESSEL PARK, TO BE ADMINISTERED BY THE
DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT
OF PUBLIC PARKS.
STATEMENT OF PURPOSE AND INTENT:
The task of providing a satisfying and stimulating urban envir-
onment has become a greater and greater challenge. There is a growing
recognition that if our cities, suburbs, and metropolitan areas are to
be liveable and pleasant it is essential that a system of parks, recrea-
tional facilities /areas, open space, and even some measure of wilderness
are available to all segments of the urban population. As part of this
task the Division of Community Development and the Department of Public Parks
has established a long -term objective of increasing the park, open space,
and recreational opportunities available to inner -city residents by improv-
ing existing parks and recreational facilities. In order to achieve this
objective, the Division of Community Development and Department of Public
Parks require additional funds:
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $12,220 is hereby appropriated for the
program year starting July 7, 1978, from the City of South Bend's Community
Development Block Grant Fund (Program Year 1978). The appropriation shall
be used as approved by the United States Department of Housing and Urban
Development, under Title Twenty -Four (24), of the Code of Federal Regulations,
Part Five Hundred and Seventy(570) for the Community Development Program
Year 1978. This appropriation shall be administered by the Division of
Community Development and the Department of Public Parks as set forth
below:

SECTION II. This ordinance shall be in full force and effect from
and after its passage by the Common Council and approval by the Mayor.

SUBJECT: 1978 CDBG APPROPRIATION (Muessel Park Improvements)
The Division of Community Development is presenting for your con-
sideration a bill appropriating $12,220.00 for various park improvements
for Muessel Park.
Initially, a group of concerned residents from the Northwest sector
of the City brought the request for Muessel Park improvements to the
attention of CD staff. Consistent with standard CD practice, CD personnel
and park personnel then met with neighborhood representatives to discuss
possible improvements.
From these descussions the following improvements and budget are
proposed:
1) Pave half basketball court and goal $2,500.00
2) Bleachers 4 @ 500.00 2,000.00
3) Playground Equipment 3,000.00
4) Installation of drinking fountains
piping 3,000.00
5) Picnic tables 12 @ 100.00 1,200.00
6) Charcoal grills 8 @ 65.00 520.00
TOTAL: $12,220.00
The Division of Community Development requests your favorable consid-
