AN ORDINANCE APPROPRIATING $330,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR HOUSING
PROGRAM ADMINISTRATION TO BE ADMINISTERED BY THE
CITY OF SOUTH BEND THROUGH ITS DIVISION OF
COMMUNITY DEVELOPMENT AND THE BUREAU OF HOUSING.
STATEMENT OF PURPOSE AND INTENT:
The City of South Bend, in partnership with the private sector
and city residents, is committed to a multi- faceted policy of neighborhood
revitalization, preservation, and improvement. A critical element in this
neighborhood improvement policy is the maintenance and rehabilitation of
the City's existing housing stock. Recognizing the importance of housing
rehabilitation, the Bureau of Housing currently administers a wide variety
of housing assistance programs. Major funding commitments have been made
to these various housing rehabilitation programs. In order to insure an
effective and efficient utilization of these housing rehabilitation monies,
through proper program management, additional administrative funds are
required by the City's Bureau of Housing.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $330,000.00 is hereby appropriated for the
program year starting July 7, 1978 from the City of South Bend's Community
Development Block Grant Fund (Program Year 1978). The appropriation shall
be administered by the Division of Community Development and the Bureau
of Housing and will be administered as set forth below:

SUBJECT: BOH Administration Budget
Enclosed is a line item budget reflecting proposed administrative
expenditures of the Bureau of Housing for the Program Year beginning
July 7, 1978.
Although, the $373,000 budget may appear to represent an extra-
ordinary increase in expenditures, this budget really reflects a slight
increase over previous support levels. The reason for this is that pre-
viously our Innovative Grant provided in excess of $50,000 to support
"Project Rebate." This year, we have included an expanded version of
Rebate in the scope of CDBG funded activities.to be undertaken by BOH
Consequently, we have found the need to retain approximately the same
level of staff support to efficiently execute the expanded activity.
Other budgetary increases are the result of the addition of new line
items for acquisition /disposition expenses related to Homesteading, South
Bend Home Improvement Loan, and the 312 Loan Program. Also gasoline and
vehicle maintenance expenses previously not included in BOH budgets are
now included.
We believe this budget is necessary for the effective administration
of our housing activities. We urge your favorable consideration of this
ordinance.
