AN ORDINANCE APPROPRIATING $332,400.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR COMMUNITY
DEVELOPMENT ADMINISTRATION COSTS TO BE ADMINISTERED
THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend, in partnership with
the City's private sector and residents, is committed to the goal of
improving the "quality of life" in the City, its neighborhoods, and for
its residents. As part of this commitment to a comprehensive community
development and improvement program, the City of South Bend through its
Division of Community Development has applied for and received the approval
of the United States Department of Housing and Urban Development to expend
$3,805,000.00 in the execution of certain public works, park improvement,
housing, and public service project activities. In order to provide for
efficient and effective utilization of the CDBG funds, through planning,
program development, and management, additional funds are required by the
Division of Community Development.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $332,400.00 is hereby appropriated for
the program year starting July 7, 1978 from the Community Development Block
Grant Fund (Program Year 1978). This appropriation is to be administered
by the Division of Community Development, and will be distributed as set
forth below:

Community Development Non - Personnel Costs 63,417.00
TOTAL: $332,400.00
SECTION II. This Ordinance shall be in full force and effect from
and after its passage by the Common Council and approval by the Mayor.

The attached ordinance seeks the appropriation
of $338,900 for 4th Year Community Development
Administration.
This proposed budget: 1) reflects our cost
experience over the past year; 2) takes into account
anticipated staff expenditures because of grantsman-
ship opportunities likely to result from the imple-
mentation of President Carter's Urban Policy; and
3) takes into account further reorganization of
Community Development staff.
To facilitate your review of our proposed budget,
there is attached as Appendix I a summary of major
line items.
We believe this budget represents minimum costs
necessary to preserve the high quality of our Community
Development Program.

In my memorandum of August 9, 1978 which transmitted to you an
ordinance seeking the appropriation of $338,900 for 4th year Community
Development Administration, we apparently failed to provide Appendix I
which summarizes major budget line items.
Now cognizant of our error, we hereby supply you with the afore-
mentioned Attachment I.
Our apologies for any inconvenience we may have caused. Nonetheless,
it is our hope that you will peruse this material and favorably consider
our budget.
