AN ORDINANCE APPROPRIATING $332,400.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR COMMUNITY DEVELOPMENT ADMINISTRATION COSTS TO BE ADMINISTERED THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT. STATEMENT OF PURPOSE AND INTENT: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Division of Community Development has applied for and received the approval of the United States Department of Housing and Urban Development to expend $3,805,000.00 in the execution of certain public works, park improvement, housing, and public service project activities. In order to provide for efficient and effective utilization of the CDBG funds, through planning, program development, and management, additional funds are required by the Division of Community Development. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $332,400.00 is hereby appropriated for the program year starting July 7, 1978 from the Community Development Block Grant Fund (Program Year 1978). This appropriation is to be administered by the Division of Community Development, and will be distributed as set forth below: PROGRAM CD -78 -1101 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOK Community Development Personnel Costs $268,983.00 Community Development Non - Personnel Costs 63,417.00 TOTAL: $332,400.00 SECTION II. This proposed budget: 1) reflects our cost experience over the past year; 2) takes into account anticipated staff expenditures because of grantsman- ship opportunities likely to result from the imple- mentation of President Carter's Urban Policy; and 3) takes into account further reorganization of Community Development staff. To facilitate your review of our proposed budget, there is attached as Appendix I a summary of major line items.
