GAMMON Clerk ORDINANCE NO. `c qO - >$ AN ORDINANCE APPROPRIATING $50,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT, FOR NON- PROFIT GROUP REHABILITATION OF SUBSTANDARD HOUSING UNITS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE BUREAU OF HOUSING. STATEMENT OF PURPOSE AND INTENT: The City of South Bend, in creative and affirmative partnership with city residents, private enterprise, and the Federal Government, is committed to the national housing goal of "a decent home and a suitable living environment" for all persons. In attempting to achieve this goal, the City has developed programs to financially assist low- and moderate - income persons in their effort to acquire and /or maintain safe, adequate, and affordable housing through the provision of services, loans, and /or grants. Community Development Block Grant funds will be utilized by various non - profit groups to acquire and rehabilitate housing units purchased, in part, with non -C.D. monies. This tandem funding package will allow eligible low - and moderate - income persons to become owners of standard housing units, i.e., a unit meeting local housing codes. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $50,000 is hereby appropriated for the program year starting July 7, 1978 from the City of South Bend's Community Development Block Grant Fund (Program Year 1978). The appropriation shall be used within the boundaries of the Community Development "Neighborhood Strategy Areas" as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1978. The appropriation shall be administered by the Division of Community Development and the Bureau of Housing and will be administered as set forth below: PROGRAM -CD -78 -103 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Non - Profit Group Rehabilitation $50,000.00 SECTION II. This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. Mayor M E M O R A N D U M TO: Members of the Common Council FROM: Carl Ellison, Director, Community Development SUBJECT: 1978 CDBG Appropriation (Non - Profit Rehab) DATE: August 9, 1978 F III' 3 ° i • y h-y�o ova 1440 County -City Building South Bend, Indiana 46601 219/284 -9335 The attached ordinance for the proposed continuation of the Non - Profit Group Rehabilitation Grant Program is hereby submitted for Council action. The $50,000 appropriation will be used for the continuation of the present program throughout the 1978 Program Year. We will make available grants to such diverse groups as Renew, Inc., Homeowners of the Near Northwest and other non - profit groups that request CD monies for this purpose. Additionally, revised HUD regulations allow the acquisition of property by non - profit groups, provided low -and moderate - income eligibility require- ments are met. With this in mind and keeping within the proposed objectives of Non - Profit Rehab Grants, we have increased the past $5,000 limitation to $8,000 for our Program Year 1978.
