Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole
in the Council Chambers in City Hall on Monday, November 27, 1967 at 8:00 P.M., with all members present
except Councilman Hunter.
ORDINANCE
AN ORDINANCE DETERMINING THAT IT IS NECESSARY FOR
THE CITY OF SOUTH BEND TO CONDEMN CERTAIN REAL
ESTATE FOR THE USE AND BENEFIT OF "MEMORIAL HOSPITAL
OF SOUTH BEND ", AND THAT THE ACQUISITION OF SAID
REAL.ESTATE IS NECESSARY FOR THE EXPANSION OF SAID
HOSPITAL'
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. The public hearing had been continued from November 20, 1967.

Re: Memorial Hospital of South Bend
Gentlemen:
As attorney for Memorial Hospital of South Bend; I wish to advise you that inasmuch
as the hospital has been able to contract with the parties, agreeably to both, for
the acquisition of the real estate at 607 N. Michigan Street, we respectfully request
the withdrawal of the ordinance presently pending before your body regarding said
real estate.

The letter was submitted to the Clerk for filing, and accepted as read, by the Council.
Councilman Allen made a motion that the Ordinance be withdrawn. Councilman Geib seconded the motion.
Motion carried.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO.
3702 HERETOFORE AMENDED AND SUPPLEMENTED BY THE MUNICIPAL CODE
OF SOUTH BEND, INDIANA, CHAPTER 40 ET SEQ., AS AMENDED AND
SUPPLEMENTED AND ADOPTED BY THE COMMON COUNCIL BY ORDINANCE
NO. 4608 -63 (Location N.W. Corner of Bendix and Elwood).
This being the time-heretofore set for public hearing on the above Ordinance proponents and opponents
were given an opportunity to be heard thereon. The public hearing had been continued from the meeting
of November 13, 1967. Councilman Geib made a motion that the Ordinance go to the Council as unfavorable.
Councilman Szymkowiak seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE GIVING SCHOOL CROSSING GUARDS THE AUTHORITY
TO DIRECT VEHICULAR AND PEDESTRIAN TRAFFIC; PROVIDING
PENALTIES FOR DISOBEDIENCE OF THEIR SIGNALS; AND DECLAR-
ING AN EMERGENCY.
This being the time heretofore set for public hearing on the above Ordinance proponents and opponents
were given an opportunity to be heard thereon. Speaking in favcAr2f the Ordinance were: Mrs. Mary
Hesiben, President of the School Crossing Guards, 401 E. Corby; /Harriet Palicki, 738 Warren St. and
Mrs. Shirley White, 1921 Berkley Place. Miss Virginia Guthrie, Executive Secretary of the Civic Planning
Association took this opportunity to commend all the crossing guards on their excellent performance of
duty, and their fine appearance. She further thanked them on behalf of the citizens of South Bend, and
praised them for adding a fine appearance to the City. Councilman Szymkowiak made a motion that the
Ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE APPROVING AND AUTHORIZING THE SALE OF
CERTAIN LISTED ITEMS OF PERSONAL PROPERTY BELONGING
TO THE MUNICIPAL CITY OF SOUTH BEND, ST. JOSEPH COUNTY,
INDIANA FOR A SUM NOT LESS THAN THE APPRAISED VALUE
OF SAID PERSONAL PROPERTY.
This being the time heretofore set for public hearing on the above Ordinance proponents and opponents
were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was James A. Bickel,
City Controller. Councilman Szymkowiak made a motion that the Ordinance go to the Council as favorable.
Councilman Wise seconded the motion. Motion carried.

ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATION TO
ACCOUNT MVH -12, "SALARIES AND WAGES, TEMPORARY"
IN THE AMOUNT OF $20,000.00 AND THE TRANSFER
OF SAME FROM ACCOUNT MVH -42, "STREET, ALLEY
AND SEWER MATERIALS ", ALL IN THE MOTOR VEHICLE
HIGHWAY FUND.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Richard Gartner,
Street Commissioner. Councilman Laven made a motion that the Ordinance go to the Council as favorable.
Councilman Geib seconded the motion. Motion carried.
Chairman Smith welcomed members of the Adult Education in Government from Central High School, who were
in attendance at the meeting. Chairman Smith expressed appreciation for their interest in City government
and urged them to attend again.
There being no further business to come before the Committee of the Whole, Councilman Geib made a motion
to rise and report to the Council. Councilman Szymkowiak seconded the motion. Motion carried. Time: 8:48 P.M.
