HomeMy WebLinkAbout10-23-67 Council Committee of the Whole Meeting MinutesCOMMITTEE OF THE WHOLE MEETING OCTOBER 23. 1967 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers of City Hall on Monday, October 23, 1967 at 8:00 P.M. All members were present except Councilmen Wise, Geib and Muszynski. The meeting was called to order by Chairman Edwin T. Smith, who presided. Chairman Smith explained that Councilmen Wise and Geib were absent due to previous business committments requiring they be out of the City. Church Chairman Smith introduced Reverend Orla Bradford, Broadway Evangelical United Brethern/ who gave the invocation. Chairman Smith then welcomed members of a Notre Dame University government class, who were in attendance, and twenty provisional members of the Junior League. ORDINANCE AN ORDINANCE AMENDING CHAPTER 15 OF THE MUNICIPAL CODE OF SOUTH BEND, INDIANA, 1962 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Cecil McHenry, Fire Chief. Councilman Allen made a motion for recess. Time: 9:25 P.M. Councilman Palmer seconded the motion. Motion carried. Reconvened: 9:35 P.M. Councilman Hunter made a motion that the Ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS FROM THE MOTOR VEHICLE HIGHWAY FUND IN THE AMOUNT OF $8,412.00 TO VARIOUS ACCOUNTS WITHIN THE MOTOR VEHICLE HIGHWAY FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and<;opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was James A. Bickel, City Controller. Councilman Laven made a motion that the Ordinance go to the Council as favorable. Councilman Allen seconded the motion. Motion carried. I 493 ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS TO ACCOUNT U -21, "COMMUNICATION AND TRANSPORTATION" IN THE AMOUNT OF $2,500.00 AND TO ACCOUNT U -22, "HEAT, LIGHT, SEWAGE AND WATER ", IN THE AMOUNT OF $6,200.00 AND THE TRANSFER OF SAID SUMS`FROM ACCOUNT U -71, "BUILDINGS, STRUCTURES AND IMPROVEMENTS" AND ACCOUNT U -72, "EQUIPMENT ", IN . THE CENTRAL SERVICES BUILDING BUDGET, ALL BEING IN THE GENERAL FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance were James A. Bickel, City Controller and Eugene Zimmer, Municipal Services Manager. Councilman Hunter made a motion that the Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried, 5 ayes, (Councilmen Hunter, Allen, Palmer, Laven and Smith) 1 nay, (Councilman Szymkowiak), 3 absent, (Councilmen Wise, Geib and Muszynski). There being no further business before the Committee of the Whole, Councilman Allen made a motion to rise and report to the Council. Councilman Hunter seconded the motion. Motion carried.
