HomeMy WebLinkAbout10-09-67 Council Meeting MinutesCLERK /I cHAIKMAN REGULAR MEETING Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers in City Hall on Monday, October 9, 1967 at 9:41 P.M. All members were present except Councilman Geib. The meeting was called to order by John L. Hunter, Jr., President, who presided. ROLL CALL PRESENT: Councilmen Hunter, Allen, Palmer, Wise, Szymkowiak, Laven, Smith and Muszynski ABSENT: Councilman Geib REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend, Indiana: Your Committee on the inspection and supervision of the minutes would respectfully report that they have examined the minutes of the previOuss meeting of the Council and found them correct. Jefferson). REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 HERETOFORE AMENDED AND SUPPLEMENTED BY THE MUNICIPAL CODE OF SOUTH BEND, INDIANA, CHAPTER 40, ET SEQ., AS AMENDED AND SUPPLEMENTED AND ADOPTED BY THE COMMON COUNCIL BY ORDINANCE NO. 4608 -63 ". Respectfully report that they have examined the matter and that in their opinion the Ordinance be referred to the Technical Committee of the Area Plan Commission and the Capital Improvement Committee of the Council. The Ordinance was given third reading and passed by a roll call vote of 8 ayes, (Councilman Hunter, Allen, Palmer, Wise, Szymkowiak, Laven, Smith and Muszynski), 0 nays, 1 absent (Councilman Geib). 491. REGULAR MEETING OCTOBER 9 1967 ORDINANCES, FIRST AND SECOND READING ORDINANCE AN ORDINANCE AMENDING CHAPTER 15 OF THE MUNICIPAL CODE OF SOUTH BEND, INDIANA,_1962. The Ordinance was given first reading by title and second reading in full. Councilman Palmer made a motion that the Ordinance be set for public hearing on October 23, 1967. Councilman Allen seconded the motion. Motion carried. ORDINANCES. FIRST AND SECOND READING ORDINANCE NO. 4952 -67 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF SOUTH BEND, INDIANA AND TONN AND BLANK, INC. FOR THE CONSTRUCTION OF A STEEL BUILDING AT THE SOUTH BEND WASTEWATER TREATMENT PLANT IN THE SUM OF $4,426.00. The Ordinance was given first reading by title and second reading in full. Councilman Wise made a motion for suspension cif rules. Councilman Palmer seconded the motion. Motion carried by a roll call vote of 8 ayes, (Councilmen Hunter, Allen, Palmer, Wise, Szymkowiak, Laven, Smith and Muszynski), 0 nays, 1 absent, (Councilman Leib)`, The Ordinance was given third reading and passed by a roll call vote of 8 ayes, (Councilman Hunter, Allen, Palmer, Wise, Szymkowiak, Laven, Smith and Muszynski), 0 nays, 1 absent, (Councilman Geib). ORDINANCE NO. 4953 -67 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA AND STANLEY BODY & EQUIPMENT CORP., SOUTH BEND, INDIANA FOR THE PURCHASE OF A STAHL MODEL CON- STRUCTION AND MAINTENANCE BODY IN THE SUM OF $4,343.90. The Ordinance was given first reading by title and second reading in full. Councilman Wise made a motion for suspension of rules. Councilman Palmer seconded the motion. ORDINANCE NO. 4954 -67 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA AND GATES CHEVROLET CORP., SOUTH BEND, INDIANA FOR THE PURCHASE OF A 1968 CHEVROLET CHASSIS AND CAB IN THE SUM OF $4,778.11. The Ordinance was given first reading by title and second reading in full. Councilman Allen made a motion for suspension of rules. Councilman Laven seconded the motion. Motion carried by a roll call vote of 8 ayes, (Councilmen Hunter, Allen, Palmer, Wise, Szymkowiak, Laven, Smith and Muszynski), 0 nays, 1 absent, (Councilman Geib). The Ordinance was given third reading and passed by a roll call vote of 8 ayes, (Councilmen Hunter, Allen, Palmer, Wise, Szymkowiak, Laven, Smith and Muszynski) 0 nays, 1 absent, (Councilman Geib). ORDINANCE AN ORDINANCE DETERMINING THAT IT IS NECESSARY FOR THE CITY OF SOUTH BEND TO CONDEMN CERTAIN REAL ESTATE FOR THE USE AND BENEFIT OF "MEMORIAL HOSPITAL OF SOUTH BEND ", AND THAT THE ACQUISITION OF SAID REAL ESTATE IS NECESSARY FOR THE EXPANSION OF SAID HOSPITAL. The Ordinance was given first reading by title and second reading in full. Councilman Laven made a motion that the Ordinance be set for public hearing on November 13, 1967. Councilman Smith seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS FROM THE MOTOR VEHICLE HIGHWAY FUND IN THE AMOUNT OF $8,412.00 TO VARIOUS ACCOUNTS WITHIN THE MOTOR VEHICLE HIGHWAY FUND. The Ordinance was given first reading by title and second reading in full. Councilman Allen made a motion that the Ordinance be set for public hearing on October 23, 1967. Councilman Palmer seconded the motion. Motion carried. ORDINANCES, FIRST AND SECOND READING ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS TO ACCOUNT U -21, "COMMUNICATION AND TRANSPORTATION" IN THE AMOUNT OF $2,500.00 AND TO ACCOUNT U -22, "HEAT, LIGHT, SEWAGE AND WATER ", IN THE AMOUNT OF $6,200.00 AND THE TRANS- FER OF SAID SUMS FROM ACCOUNT U -71, "BUILDINGS,STRUC- TURES AND IMPROVEMENTS" AND ACCOUNT U -72, "EQUIPMENT ", IN THE CENTRAL SERVICES BUILDING BUDGET, ALL BEING IN THE GENERAL FUND. The Ordinance was given first reading by title and second reading in full. Councilman Allen made a motion that the Ordinance be set for public hearing on October 23, 1967. Councilman Laven seconded the motion. Motion carried. NEW BUSINESS Councilman Szymkowiak voiced an objection to the closing of Fire Station No. 4, which is in his district. Although the closing of the fire station has been recommended in the reorganization of fire stations in the City, Councilman Szymkowiak stated that there are many old homes in the area that need a nearby fire station,.for adequate protection. There being no further business to come before the Council, Councilman Wise made a motion to adjourn. Councilman Smith seconded the motion. Motion carried. Time 10:17 P.M.
