AUGUST 28, 1967
Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the
Whole in the Council Chambers at City Hall, on Monday, August 28, 1967, at 8 :00 P.M., with all members
present except Councilman Muszynski. The meeting was called to order by Chairman Edwin T. Smith, who
presided. Chairman Smith introduced Reverend Edward Plummer, New Salem Baptist Church, who gave the invocation.
ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS
FROM THE GENERAL FUND IN THE AMOUNT OF $71,490.00
TO VARIOUS ACCOUNTS WITHIN THE GENERAL FUND.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance were: James A. Bickel, City
Controller and Thomas McNaughton, Police Chief. Councilman Hunter made a motion that the Ordinance go to
the Council as favorable. Councilman Palmer seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS FOR THE
MOTOR VEHICLE HIGHWAY FUND IN THE AMOUNT OF $24,370.00
TO VARIOUS ACCOUNTS WITHIN THE MOTOR VEHICLE HIGHWAY FUND.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance was James A. Bickel, City
Controller. Councilman Laven made a motion that the Ordinance go to the Council as favorable. Councilman
Hunter seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS TO ACCOUNT 21
"COMMUNICATION AND TRANSPORTATION" IN THE AMOUNT OF $76.00
AND TO ACCOUNT 55 "SUBSCRIPTIONS AND DUES" IN THE AMOUNT
OF $84.00 AND THE TRANSFER OF THE SAME FROM ACCOUNT 52
"RENTS ", ALL BEING WITHIN THE HUMAN RELATIONS AND FAIR
EMPLOYMENT PRACTICES COMMISSION FUND.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance was George Neagu, Executive
Director of the Human Relations and Fair Employment Practices Commission. Mr. Neagu asked that the amount
of $84.00 be deleted from the Ordinance. Councilman Geib made a motion that the amount of $84.00 be
deleted from the Ordinance. Councilman Laven seconded the motion. Motion carried. Councilman Laven made
a motion that the Ordinance, as amended, go to the Council as favorable. Councilman Geib seconded the motion.

ORDINANCE
AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING
THE EXPENSES OF ALL BUDGET OPERATED DEPARTMENTS OF THE CIVIL
CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING
JANUARY 1, 1968, AND ENDING DECEMBER 31, 1968, INCLUDING
DEPARTMENTS, FUNDS, AND COMMISSIONS FOR WHICH MONEY IS
APPROPRIATED IN WHOLE OR IN PART, FROM THE GENERAL FUND AND
FROM FUNDS OTHER THAN THE GENERAL FUND, OF SAID CITY TO -WIT:
PARK DEPARTMENT, FIREMEN'S PENSION FUND, POLICE PENSION FUND,
URBAN REDEVELOPMENT FUND, URBAN REDEVELOPMENT BOND FUND,
HUMAN RELATIONS AND FAIR EMPLOYMENT PRACTICES COMMISSION,
BUILDING DEMOLITION, REPAIR AND CONTINGENT FUND, PARK DISTRICT
FUND, GENERAL SINKING FUND, HOSPITAL FUND, ART ASSOCIATION FUND,
MOTOR VEHICLE HIGHWAY FUND AND THE CUMULATIVE CAPITAL IMPROVEMENT
FUND: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE OUTSTANDING
CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS
AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN
CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Speaking;iA r6gard to various parts of the Ordinance was Miss Virginia
Guthrie, Executive Secretary of the Civic Planning Association. Also speaking in favor of the Ordinance was
Mr. Leo Newman, a member of the Human Relations and Fair Employment Practices Commission. Councilman Wise made
a motion to recess. Councilman Geib seconded the motion. Motion carried. Time: 8:41 P.M. Reconvened 9 :45 P.M.
Councilman Laven made a motion that the following amendments to the Ordinance be adopted:
OFFICE OF MAYOR Administrative Assistant Change amount of $10,245 to $10,248
Services Contractual - Promotional Expense Change amount from $4,000 to $2,000
OFFICE OF CONTROLLER
Office Equipment - Change amount of $500 to $250
COMMON COUNCIL
Traveling Expenses - Reduce the amount $2,900 to $2,700
ENGINEERING DEPARTMENT
L-11 Services Personal - Total should be changed from $124,356 to $124,296
BUILDING DEPARTMENT
Traveling Expenses - Change amount from $2,050 to $1,800
POLICE DEPARTMENT
Motor Equipment - Change amount from $34,000 to $30,000
PARK DEPARTMENT
Legal Services - Change amount from $1,890 to $1,860
Land - Change amount from $62,000 to $53,000
HUMAN RELATIONS AND FAIR EMPLOYMENT PRACTICES COMMISSION
Postage - Change amount of $750 to $650
Printing, Other Than Office Supplies - Change amount from $1,000 to $500
Stationery and Printing - Change amount of $650 fo,.$400
Councilman Geib seconded the motion. Motion carried. Councilman Laven then made a motion that the Ordinance,
as amended, go to the Council as favorable. Councilman Hunter seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF
TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET
THE NECESSARY EXPENSE FOR THE FISCAL YEAR ENDING
DECEMBER 31, 1968.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given'an opportunity to be heard thereon. Councilman Wise made a motion to recess in order that the City
Controller could be given an opportunity to compute the amount of tax levies based on the the Budget Ordinance,
as amended. Councilman Laven seconded the motion. Motion carried. Time: 9 :58 P.M. Reconvened: 10:15 P.M.

Councilman Wise made a motion that the amendments be accepted and the Ordinance be amended to read accordingly.
Councilman Geib seconded the motion. Motion carried. Councilman Laven made a motion that the Ordinance go to
the Council favorable, as amended. Councilman Hunter seconded the motion. Motion carried.
There being no further business before the Committee of the Whole, Councilman Laven made a. motion to rise and
report to the Council. Councilman Palmer seconded the motion. Motion carried. Time: 10:36 P.M.
