HomeMy WebLinkAbout07-24-67 Council Committee of the Whole Meeting MinutesCOMMITTEE OF THE WHOLE MEETING July 24, 1967 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in City Hall on Monday, July 24, 1967 at 8:00 P.M, with all members present. The meeting was called to order by Chairman Edwin T. Smith, who presided. The invocation was given by Reverend Benjamine 0. Berry, Grace A.M.E. Zion Church. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT MVH -52, "RENTS ", IN THE AMOUNT OF $17,500.00 AND THE TRANSFER OF THE SAME FROM ACCOUNT MVH -72, "EQUIPMENT ", ALL BEING IN THE MOTOR VEHICLE HIGHWAY FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents acid opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Lloyd M. Taylor, City Engineer. Councilman Hunter made ,a motion that the Ordinance go to the Council as favorable. Council- man Geib seconded the motion. Motion carried. REPORT OF FEES AND SALARIES COMMITTEE To the Common Council of the City of South Bend: Your Committee on Fees and Salaries to whom was referred "AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY FOR THE YEAR 1968 (Filed June 21, 1967) Respectfully report that they have examined the matter and that in their opinion the Ordinance pertaining to salaries which was filed July 10, 1967, be substituted for this Ordinance. /s/ Janet S. ORDINANCE AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR OF 1968 (Filed June 21, 1967) Councilman Hunter made a motion that the above Ordinance be withdrawn. Councilman Allen seconded the motion. Allen Chairman Chairman Smith stepped down as Chairman of the Committee of the Whole to state that although he is a member of the Fees and Salaries Committee, he did not vote for the above changes to the originally submitted Ordinance, but instead had cast a dissenting vote. Councilman Hunter joined Chairman Smith in his dissention, but added that he had not cast a vote due to his absence from the City at the time of the meeting. Speaking in favor of the Ordinance were : Mayor Lloyd M. Allen, Dr. Bernard J. Streets, member of Human Relations Commission` Thomas L. Shaffer, Professor of Law of the University of Notre Dame read a communication from Reverend Theodore M. Hesburgh, C.S.C., President of Notre Damej in favor of the Ordinance. Also speaking in favor of the Ordinance were: Leo Newman, member of the Human Relations Commission; George V. Neagu, Executive Director of the Human Relations, Fair Employment Practices Commission; Reverend Billy W. Kirk, Pastor of Layman Chapel Church; James Walsh, 3022 Salem Dr.; Reverend Lawrence Crockett, President of the South Bend Chapter of the N.A.A.C.P.; David Hibler, worker at the Christian.. Service Center; Reverend Edward Palmer, 221 S. Camden St.; James Hanley, 1839 Churchill Dr.; Richard Giloth, 1412 Anderson; Milton D. Willford, Executive Secretary of the Council of Churches of St. Joseph County; Reverend Daniel Peil, pastor of St. Augustines Catholic Church; Gary Hesaer, 413 E. Oakside; J. Chester Allen, Jr., Attorney, Howard Bellinger, Executive Director of Urban Redevelopment, Lloyd Taylor, City Engineer, Howard Goodhew, Water Works Superintendent and Park Superintendent, Charles A. VanDeVeire. Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association, Inc. read the following communication: Committee of the Whole South Bend Common Council South Bend, Indiana Mrs. Allen and Gentlemen: July 24, 1967 Directors of the South Bend Civic Planning Association have reviewed the proposed salary ordinance and suggested amendments later proposed. We present the following recommendations for your earnest consideration: That the general salary increase be set at $200.00 That the increase to the Mayor's Administrative Assistant, Project Engineers, Communications Supervisor, Park Assistant Superintendent, Zoo Keeper, Florist and Greenskeeper, F.E.P.C. and Human Relations Executive Director, Urban Redevelopment Assistant Director, Real Estate Officer and Relocation Director be limited to $500.00. (We'd like to point out that the proposed salary for the Administrative Assistant and the F.E.P.C. Director would be greater than the Chiefs of the Police and Fire Departments). Also, we again ask you to consider combining the positions of Administrative Assistant and Municipal Services Facility. That the Assistant Manager of the Morris Auditorium receive the same increase as other part time employees (such as Crossing Guards). That the salaries proposed for the Deputy City Controller and City Attorney be as proposed. (Continued) 4612 Communication from South Bend Civic Planning Association (Continued) That the office of Field Worker in the F.E.P.C. and Human Relations Office be eliminated. We recognize that the police and firemen salaries are not a part of this ordinance but we have already recommended to the Mayor a $300.00 salary increase for them. Councilman Szymkowiak seconded the motion. Motion carried. Time: 10:10 Reconvened: 10:40 P.M. Councilman Hunter made a motion that the recommendations : of the Fees and Salaries Committee be further amended as follows: Administrative Assistant $10,248 President of Council 480 Project Engineer 9,504 Superintendent of Oper. 10,008 Supt. Waste Water Treat. 10,008 Manager, Sanitation 7,800 Asst. Supt. Parks 8,508 Councilman Geib seconded the motion. Motion carried, 5 ayes, (Councilmen Hunter, Geib, Laven, Palmer and Smith) 4 nays (Councilmen Allen, Szymkowiak, Wise and Muszynski). Councilman Geib then made a motion that the Report be accepted and the Ordinance go to the Council favorable, as amended. Councilman Smith seconded the motion. Motion carried, 5 ayes, (Councilman Hunter, Palmer, Laven, Smith and Geib), 4 nays :(Councilmen Allen, Szymkowiak, Wise and Muszynski). There being no further business to come before the Committee of the Whole, Councilman Geib made a motion to rise and report to the Council. Councilman Allen seconded the motion. Motion carried.
