HomeMy WebLinkAbout02-27-67 Council Meeting MinutesREGULAR MEETING February 27, 1967 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers of City Hall in Regular Session on Monday, February 27, 1967 at 9:50 P.M. All members were present except Councilman John L. Hunter, Jr., who was out of the city on business. The meeting was called to order by Vice - President John V. Wise, who presided in the absenceof the President, John L. Hunter, Jr. ROLL CALL PRESENT: Councilmen Allen, Palmer, Wise, Geib, Szymkowiak, Laven, Smith and Muszynski ABSENT: Councilman Hunter REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have examined the minutes of the previous meeting of the Council and found them correct. REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 AS HERETOFORE AMENDED AND SUPPLEMENTED AND THE MUNICIPAL CODE OF SOUTH BEND, INDIANA, CHAPTER 40, ET SEQ., AS AMENDED AND SUPPLEMENTED AND ADOPTED BY THE COMMON COUNCIL BY ORDINANCE NO. 4608 -63 (Location: Southwest corner of U.S. 31 and Angela Boulevard) Respectfully report that they have examined the matter and that in their opinion the Ordinance go to the Council as favorable. /s/ Edwin Thomas Smith, Chairman Councilman Geib made a motion that the report be accepted and placed on file. Motion carried. s REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA CERTAIN LANDS AND PROVIDING, AFTER ANNEXATION SHALL TAKE EFFECT, THAT FOR A PERIOD OF THREE YEARS ONE -HALF (2) OF THE MUNICIPAL PROPERTY TAXES TO BE IMPOSED UPON THE ANNEXED TERRITORY SHALL BE IMPOUNDED AND PLACED IN A SPECIAL FUND SOLELY FOR THE BENEFIT OF THE ANNEXED TERRITORY (Land bounded by Ireland Rd., U.S. 31, U.S. 31 Interchange, Jackson School Property and Miami Rd. )" Respectfully report that they have examined the matter and that in their opinion the Ordinance go to the Council as favorable. /s/ Edwin Thomas Smith, Chairman Councilman Geib made a motion that the report be accepted and placed on file. Councilman Geib made a motion that the Ordinance be placed in the Annexation Committee and that it also simultaneously be forwarded to the Area Plan Commission for their study and recommendations, which recommendations are to be redirected to the Annexation Committee for their report to the Council. Councilman Smith seconded the motion. Motion carried. NEW BUSINESS Councilman Allen referred to a letter each Councilman had received from the Coordinating Council on Human Relations. She stated that the letter requested the formation of a committee representing all people. Mrs. Allen stated that the Mayor's Citizen's Advisory Committee, which has been in operation for three years, is this type of committee. Councilman Allen then reported that the Fire Department had answered a total of 3,048 alarms during the year 1966, of which 653 were false alarms. This would indicate that out;of 579 box alarms only 86 were for legitimate fires. She stated that the cost for the use of a piece of fire equipment is approximately a ear. r $50.00 per fire, or a total of $32,650/ Ner eport was given in the hope that the citizens of South Bend, aware of the excessive high cost of false fire alarms, would help in their reduction. REGULAR MEETING February 27, 196, ORDINANCES, FIRST AND SECOND READING ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA CERTAIN LANDS AND PROVIDING, AFTER ANNEXATION SHALL TAKE EFFECT, THAT FOR A PERIOD OF THREE YEARS, ONE -HALF (z) OF THE MUNICIPAL PROPERTY TAXES TO BE IMPOSED UPON THE ANNEXED TERRITORY SHALL BE IMPOUNDED AND PLACED IN A SPECIAL FUND SOLELY FOR THE BENEFIT OF THE ANNEXED TERRITORY. (Location: Kensington Farms) The Ordinance was given first reading by-,title ind-second_ reading -in full. Councilman Geib made a motion that the Ordinance be placed in the Annexation Committee and that it also be simultaneously forwarded to the Area Plan Commission for their study and recommendations, which recommendations are to be redirected to the Annexation, Committee for their report to the Council. RESOLUTION NO. 151 -67 A RESOLUTION FOR AN ADDITIONAL APPROPRIATION IN THE "SALARIES AND WAGES, TEMPORARY" ACCOUNT IN THE AMOUNT OF $60,405.00 AND IN THE 'OTHER COMPENSATION "ACCOUNT IN THE AMOUNT OF $16,506.00 AND THE TRANSFER OF THE SAME FROM THE "SALARIES AND WAGES, REGULAR" ACCOUNT, ALL OF SAID ACCOUNTS BEING IN THE CENTRAL SERVICES BUILDING BUDGET AND IN THE SAME CATEGORY, TO -WIT: SERVICES PERSONAL, AND ALL BEING IN THE GENERAL FUND. WHEREAS, Additional funds for hourly rated, personnel are urgently needed for the Central Services Building to assure its ability to properly perform its function and the sum of $76,911.00 is needed forthwith; and WHEREAS, A surplus exists in another account where it is not presently needed, and more specifically as follows, to -wit: 1. Seventy -Six Thousand Nine Hundred Eleven. Dollars ($76,911.00) in ACCOUNT U -11 designated as "Salaries and Wages, Regular." NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, That the sum of $76,911.00 be transferred from Account U -11 designated as "Salaries and Wages, Regular," by transferring it to the following accounts, to -wit: 2. Sixty Thousand Four Hundred Five Dollars ($60,405.00) to ACCOUNT U -12 designated as "Salaries and Wages, Temporary," and 3. Sixteen Thousand Five Hundred Six Dollars ($16,506.00) to ACCOUNT U -13 designated as 'Other Compensation," and all of said accounts being in the same category to -wit: Services Personal, and all being in.the General Fund. /s/ Robert 0. The Resolution was adopted by a roll call vote of 8 ayes,(Councilmen Allen, Palmer, Wise, Geib, Szymkowiak, Laven, Smith and Muszynski) 0 nays, 1 absent, (Councilman Hunter) RESOLUTION NO'.: 152 -67 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA WHEREAS, the County of St. Joseph acting by and through the Board of County Commissioners of St. Joseph County will construct a new County -City Building, a new County Jail, and will remodel the existing St. Joseph County Courthouse; and Whereas the City of South Bend has executed a certain Lease for portions of said County -City Building and it is to the advantage to the City of South Bend to minimize costs of said construction and remodeling. BE IT THEREFORE RESOLVED that the Building Commissioner of the City of South Bend is hereby authorized and directed to issue the necessary building permits for the construction of the new County -City Building and the construction of the new St. Joseph County Jail and for the remodeling of the existing St. Joseph County Courthouse without payment of fees as set forth in the Municipal Code of the City of South Bend, Indiana, 1962, which fees are hereby expressly waived. This resolution shall be in full force and effect upon the adoption of the Common Council and approval of the Mayor. /s/ John L.
