HomeMy WebLinkAbout02-27-67 Council Committee of the Whole Meeting MinutesBe it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in the City Hall on Monday, February 27, 1967 at 8:00 P.M., with all members present except Councilman Hunter, who was out of the city on Business. The meeting was called to order by Chairman Edwin T. Smith, who presided. Chairman Smith introduced Reverend Harold R. Hotchkiss, who gave the invocation. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED AND THE MUNICIPAL CODE OF SOUTH BEND, INDIANA, CHAPTER 40, ET SEQ., AS AMENDED AND SUPPLEMENTED AND ADOPTED BY THE COMMON COUNCIL BY ORDINANCE NO. 4608 -63 (Location: Southwest corner of U.S. 31 and Angela Blvd.) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Francis Jones, attorney for the petitioner, American Realty Company. Councilman Allen made a motion that the Ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA CERTAIN LANDS AND PROVIDING AFTER ANNEXATION SHALL TAKE EFFECT, THAT FOR A PERIOD OF THREE YEARS, ONE -HALF (2) OF THE MUNICIPAL PROPERTY TAXES TO BE IMPOSED UPON THE ANNEXED TERRITORY SHALL BE IMPOUNDED AND PLACED IN A SPECIAL FUND SOLELY FOR THE BENEFIT OF THE ANNEXED TERRITORY. (Location: Land bounded by Ireland, U.S. 31, U.S. 31 Interchange, Jackson School Property and Miami Rd.) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Lloyd Taylor, City Engineer. Speaking against the Ordinance were: John Downi.e,19440 Widener.Lane; Roger Michaeloff, 19420 Widener Lane:; Morris Battles, 28225.Kern Rd; Don Taylor, 19470 Widener Lane; Everett Fox, 19163 Widener Lane 'Richard_Albert, -19582 Ireland Rd; John O'Meara,59645 Fellows Rd.; Richard Roman, 59565 Fellows Rd.;.0 G..Johnson_, 155.0_ Hawbaker Rd.;and .Diiewaine;Hawblitzel;,19504 Ireland Rd. Mr. Hawblitzel exhibited a petition bearing the names of more than 50 property owners who are not in favor of the Ordinance. Geib Councilman /made a motion that the Ordinance go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried, 7 ayes (Councilmen Allen, Wise, Geib, Szymkowiak, Laven, Smith and Muszynski) 1 Nay (Councilman Palmer) 1 absent (Councilman Hunter). ORDINANCE AN ORDINANCE AUTHORIZING THE EXPENDITURE OF $44,017.90 BY THE WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA FOR THE PURCHASE OF WATER METERS FROM THE NEPTUNE METER COMPANY DURING THE CALENDAR YEAR 1967 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Howard Goodhew, Water Works Superintendent. Councilman Laven made a motion that the Ordinance go to the Council as favorable. Councilman Wise seconded the motion. Motion carried. ORTWMAWT AN ORDINANCE AUTHORIZING THE EXPENDITURE OF $19,239.62 BY THE WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA FOR THE PURCHASE OF WATER METERS FROM THE HERSEY - SPARLING METER COMPANY DURING THE CALENDAR YEAR 1967. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Howard Goodhew, Water Works Superintendent. Councilman Geib made a motion that the Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AUTHORIZING THE EXPENDITURE OF $20,194.80 BY THE WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA FOR THE PURCHASE OF WATER METERS FROM THE BADGER METER MANUFACTUR- ING COMPANY DURING THE CALENDAR YEAR 1967 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Howard Goodhew, Water Works Superintendent. Councilman Geib made a motion that the Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried. ­_'o COMMITTEE OF THE WHOLE MEETING February 27, 1967 ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE (1) MUNICIPAL BONDS OF 1962 -- $148,983.79 AND (2) MUNICIPAL BONDS OF 1965 -- $62,506.94 This being the time heretofore set for public hearing on the above Ordinance,.proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance were James A. Bickel, City Controller and Lloyd Taylor, City Engineer. Councilman Wise made a motion that the Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE SEWAGE DISPOSAL FUND IN THE AMOUNT OF $63,514.25 This being the time heretofore set for public hearing on the above Ordinance, proponents and_ opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Lloyd Taylor, City Engineer. Councilman Allen made a motion that the Ordinance go to the Council as favorable. Councilman Palmer seconded the.motion. Motion carried. There being no further business to come before the Committee of the Whole, Chairman Smith instructed the members of the Committee of the Whole, to rise and report to the Council.
