HomeMy WebLinkAbout01-09-67 Council Meeting MinutesREGULAR MEETING Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers of City Hall in Regular Session, Monday, January 9, 1967 at 9:00 P.M. The meeting was called to order by President John L. Hunter, Jr., who presided. All members were present except Councilman Wise. President Hunter introduced Mrs. Robert M. Parker, representing the American Association of University Women, who was in attendance at the meeting.. President Hunter announced that a communication had been received from the American Association of University of Women informing the Council of the appointment of Mrs. Parker and Mrs. H. Park Tyler as representatives to the Council meetings from their organization. ROLL CALL PRESENT: Councilmen Hunter, Allen, Palmer, Geib,� Szymkowiak, Laven, Smith and Muszynski ABSENT: Councilman Wise REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have examined the minutes of the previous meeting of the Council and found them correct. REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING SECTION 40 -17 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962, AS AMENDED, ALSO KNOWN AS SECTION 4 OF ORDINANCE NO. 3702, THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, AS AMENDED. ORDINANCES, FIRST AND SECOND READING ORDINANCE NO. 4905 -67 AN ORDINANCE APPROPRIATING ALL PARKING METER FEES AND FUNDS FOR THE YEAR 1967 TO THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE USES AND PURPOSES SET FORTH THEREIN, IN ACCORD- ANCE WITH CHAPTER 236 OF THE ACTS OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA OF 1945, AS AMENDED BY CHAPTER 303 OF THE ACTS OF THE GENERAL ASSEMBLY OF 1951. The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for suspension of rules. Councilman Palmer seconded the motion. The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Wise). 41 REGULAR MEETING JANUARY 9, 1967 ORDINANCES, FIRST AND SECOND READING ORDINANCE NO. 4906 -67 AN ORDINANCE AUTHORIZING THE EXPENDITURE OF $19,468.49 BY THE WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA, FOR THE PURCHASE OF MOTOR VEHICLES DURING THE, CALENDAR YEAR OF 1967 The Ordinance was given first reading by title and second reading in full. Councilman Laven made a motion for suspension of rules. Councilman Palmer seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Wise). The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Wise). ORDINANCE NO. 4907 -67 AN ORDINANCE AUTHORIZING THE EXPENDITURE OF $14,011.25 BY THE WASTE WATER TREATMENT PLANT OF THE CITY OF SOUTH BEND, INDIANA, FOR THE PURCHASE OF MOTOR VEHICLES DURING THE CALENDAR YEAR 1967. The Ordinance was given first reading by title and second reading in full. Councilman Smith made a motion for suspension of rules. Councilman Laven seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Wise). Howard Goodhew, Water Works Superintendent explained the Ordinance, and spoke in favor of passage. The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, l absent (Councilman Wise). RESOLUTION NO. 149 -67 RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE APPROPRIATE AGENCY FOR A GRANT UNDER THE TERMS OF THE CLEAN WATER RESTORATION ACT OF 1966, AN AMENDMENT TO THE FEDERAL WATER POLLUTION CONTROL ACT. WHEREAS, under the terms of the Clean Water Restoration Act of 1966 which amended the Federal Water Pollution Control Act provision is made for the making of grants to aid in financing the construction of waste water treatment facilities; and, WHEREAS, The City of South Bend and its Waste Water Treatment plant have preliminary engineering plans for improvement and expansion of the facilities of the South Bend Waste Water Treatment plant and for which improvement and expansion final engineering plans are to be prepared. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: 1. That the Mayor of the City of South Bend and /or its Utilities Superintendent be and he is hereby authorized to execute and file an application on behalf of the City of South Bend with the appropriate Federal and /or State agency for a grant of funds under the Clean Water Restoration Act of.1966 to aid in financing the construction of: Sludge lagoon, improvements to existing chlorine contact tank, chlorination equipment, final chlorine tank and outfall, two new final tanks and improvements to three existing final tanks, aeration tanks and equipment, gallery building and equipment, degritting and sludge thickening, improvements to digestors, miscellaneous items such as sludge preheaters, drainage improvements to existing final tanks, finish effluent pumping station, main for plant cooling water and other uses, extension to existing grit building, new metering equipment in raw and digested sludge lines, improvements to sludge drying beds, mechanized trash racks, enclosure of structures over scum burner. 2. That the Mayor of the City of South Bend and /or its Utilities Superintendent, be and he is hereby authorized and directed to furnish such information as may be reasonably requested by the appropriate Federal and /or State agency in connection with the application for grant of funds which is herein authorized to be filed. /s/ Richard G. Geib Member of the Common Council Speaking in favor of the Resolution was Mr. Howard Goodhew, Water Works Superintendent. Councilman Geib made a motion to adopt the Resolution by a roll call vote. Councilman Smith seconded the motion. Motion carried and the Resolution was adopted by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Wise) UNFINISHED BUSINESS Councilman Geib, Annexation Committee Chairman, directed a letter from the Area Plan Commission, which was in regard to the annexation of land at the Southeast section of the City, to City Attorney, Robert J. DuComb. He requested that the City Attorney draft a proper ordinance for first and second reading at the next regular meeting of the Council, on January 23, 1967. NEW BUSINESS Councilman Allen asked that the Clerk direct a communication to the Mayor requesting that he make public the names of the various commissions under the jurisdiction of the City. She noted that some local offices bear names similar to certain City commissions. There being no further business before the Council,Councilman Geib made a motion to adjourn.
